An agreement mediated by Colin Taylor. Still subject to approval by BCPSEA, BCTF and GVTA.

The agreement commences in April and ends on June 29th, 2011, “unless there is express agreement by the parties to extend.”

Any disputes concerning interpretation or application are to be resolved by Colin Taylor.

Two mobility rounds during Spring 2010 and Spring For continuing positions of.7 FTE or greater that are vacant; For continuing contract teachers of.7 FTE or greater; Vacancies include those due to retirements, resignations, and positions due to enrollment increases if they continue into the next school year.

These postings will be done in a batch fashion. Posted for 2 teaching days; Filled within 3 teaching days of closing.

The Board may extend the date established for giving notice regarding intent to layoff under Article C.7 of the Collective Agreement by five working days to accomplish the mobility rounds, by providing the GVTA two weeks advance notice of any such extension.

After the mobility rounds and the intent to layoff notices have been issued, there will be a separate round of batch postings only for teachers declared in excess to the school’s needs and to unassigned continuing teachers. Aimed to ensure first placement of qualified teachers into positions or to return incumbent to their former position that again becomes available.

Positions posted in June and July as open to all teachers in accordance with E.1.6 EXCEPT “that all internal applicants will be considered together (i.e., no ‘tiered’ hiring—no higher consideration for continuing contract teachers over other internal applicants.” Posted with a closing date no later than 5 work days before the school year begins.

When applying for positions regarding any of the postings, the applicants will list their preferences for positions in priority order and commit to accepting positions in accordance with their listed preferences if awarded to them.

All vacancies arising after those described above will be posted as temporary vacancies in all circumstances except: “The Board may post and fill at any time for positions (continuing or temporary) where the Board anticipates external applicants may be required in addition to any internal applicants and where a vacancy is known.”

All vacancies occurring up to the 2nd Thursday after Labour Day will be held and posted as a batch posting on the 2nd Friday after Labour Day. applicants will list their preferences in priority order and will commit to accepting positions in accordance with their listed preferences; positions are open to all candidates; all applicants will be considered together with no “tiered” hiring; posted for 2 working days and filled 3 working days after closing date.

Teachers who accept a temporary position after the start of the school year will not be permitted to accept another temporary posting unless: a)it is compatible with their temporary position; b)they accept another posting ONCE during the school year provided that the other temporary posting is at least.30 greater than their current position (either annualized or for a period of time); c) AND at least 3 months greater than their current position;

d)AND that it is assumed that a mutually agreeable time; e)AND that no movement will occur after the first day back from Spring Break; f)AND that “a classroom vacated by a teacher movement will not be subject to an additional change after posting and a teacher accepting a temporary posting after it has been vacated will not be permitted to move to another posting which is not compatible with that position.” These restrictions will be identified in the posting.
