GTE views on the role of TSOs As foreseen in the Third Package Joint Workshop ERGEG GRI SSE and EFET 21 January 2008

GTE Initial Reactions Focus upon TSO cooperation (ENTSOG) and Agency at the European level Upgrade to GTE+ in 2008; first step towards ENTSOG Ambitious and challenging programme GTE sees the development and implementation of the Third Package proposals as the primary initiative to enable the development of a single European Gas Market

ENTSOG Fundamental role of TSOs –facilitation of the European market –opportunity to enhance cooperation arrangements –new responsibility and formal body the best model for delivery Relationship with the Commission and the Agency –interaction with both the Commission and the Agency –increased Commission role to assist “voluntary implementation” –regulatory endorsement via ACER and subsequent support from NRAs? Progress can be made but expectations must be realistic

ENTSOG Development & Consultation Processes Processes will be –transparent –fully inclusive –participative Decision making to ensure progress Fair consideration of all stakeholder views and ideas Recommendations/decisions to be justified Success will depend on full stakeholder participation

ENTSOG Interim Arrangements Interim upgraded organisation, GTE+ –Hire additional people –Develop and implement new statutes –New decision making process –Liaise with ERGEG, Easee-gas Feb 2008 Third Package Implementation GTEGTE+ENTSOG The GTE+ work programme will focus on: –Consultation on the Consultation and Development processes –Annual Work Programme Consultation –Transparency –Ten Year Statement –Capacity initiatives to prove the concept GTE+ and TSO members will seek to promote market evolution

Regional Focus The regional focus of the Third Package is a practical and pragmatic approach to make progress Some scope to accelerate progress However, it should be ensured that the Regional Initiative deals with regional issues and does not duplicate activities being undertaken at the European level
