July Meeting Outcomes 2016 RTF Draft Work Plan Draft work plan is posted for stakeholder feedback ( Comments due August 13, 2015 Final version presented to the RTF at August 18 meeting for adoption Heat Pump Water Heaters RTF approved updated savings estimates, which includes the addition of a Tier 3 and accounts for product changes at Tier 2 (sunsets in July 2016) RTF addressed the baseline with different measure identifiers (now Active) – Combined any size measure identifier – Separate small (0-55 gallon) and large (>55 gallon) tanks Research strategy was expanded to seek research on calibration of new products coming to market 3
July Meeting Outcomes (cont) Grocery – EC Motors for Display Cases RTF approved updated savings and costs (sunsets in March 2019) RTF changed this measure to “Small Saver” based on remaining potential Two significant implications of RTF decision – When the remaining useful life is less than the expected useful life (example: early retirement programs), the first year savings/costs differ from the lifetime savings/costs – The risk mitigation credit does not apply to any portion of savings that do not last through the 20 year planning horizon (ex: short term savings that do not renew) Grocery – LEDs for Reach In Display Cases RTF approved updated savings estimates (sunsets in March 2017) Presented savings will be adjusted for two things: – The New Case measure identifier will be added back into the workbook – The remaining useful life will be updated to 5 years (the analysis was done with 1 year), which will change the lifetime savings and costs (not the first year estimate) 4
Energy Savings Streams 5 These savings (685 kWh) realized through the SP RUL These savings (484 kWh) persist through the EUL
July Meeting Outcomes (cont) Simplified VO (Voltage Optimization) Standard Protocol RTF approved updated standard protocol as Proven, Active (sunsets in July 2020) Revised protocols presents a new approach aimed at balancing flexibility of the protocol with the reliability of the savings estimate – Benchmark Method will result in reliable savings estimates – Deviations from the Benchmark Method require additional documentation around specifically defined areas (validity threats) Automated CVR #1 Standard Protocol RTF deactivated this standard protocol because there isn’t sufficient value to stakeholders to justify the resources required to prove it out This decision does not imply that the protocol’s method is unreliable, nor does it imply diminished savings potential for eligible measures 6
July Meeting Outcomes (cont) Low-e Storm Windows RTF approved a new Proven measure for residential low-e storm windows (sunsets in September 2019) Measure specification provides some detail to ensure performance and persistence of savings Provides new cost effective options for all three heating zones Thermostatic Shower Restriction Valve RTF approved a new Planning measure (sunsets July 2018) TSRV is a valve in the shower that savings energy from “behavioral waste” (the time between when the shower is hot enough and the shower starts) There is significant uncertainty in the many of the parameter values (such as the duration of behavioral waste), so the RTF approved a research strategy that defines the data needs for a Proven measure 7

Potential New Measure for SMB Interest expressed at the RTF in a small/medium business subcommittee to identify barriers in that market – Also a suggestion to start this discussion with the Implementers Group Seeking input: In preparing the work plan for 2016, are there potential new measures for this space? 9

Interest in Residential Heat Pump Upgrades SF (New Construction) Measure sunsets in August Checking on potential interest in this measure: – Measure is for an upgrade to a 9.0 HSPF – This is covered by some of the NC ENERGY STAR specifications If there is no interest, staff will propose deactivation If there is interest, staff will seek a sunset date extension and push this analysis back a couple of months 11
