Youth Action for Rural Development (YARD) A Pilot Project Under Bharat Nirmaan Volunteers’ Programme S. A. Ashraful Hasan, Director, Abdul Nazeer Sab State Institute of Rural Development (ANSSIRD) Mysore
Goal “Enable youth to acquire Vision, Commitment and Capacity to transform villages with Sustainable Development”.
Objectives To create a band of young and enterprising facilitators. To empower and enhance capacity of 1000 youth in governance issues. To equip the rural youth to oversee the effective implementation of flagships programmes. To develop competency in skills of Management and Leadership amongst rural youth.
Duration of Training – 3 Weeks Phase One Week - Complete orientation on the necessary skills, understanding Community Needs Assessment (CNA), Project Planning and Implementation, knowledge on Government Programmes, Networking, Resource Mobilization, etc., Phase One Week – On field - CNA, Designing and Implementation of a Project. Phase One Week - Debriefing and Visioning.
Desired Outcome Availability of trained Facilitators to address social issues like child labour, sanitation issues, agricultural aspects, other development issues, etc. Facilitation of the process of micro planning, budget preparation of the Gram Panchayath and social auditing of the projects and schemes.. Conduct of regular Ward Sabha / Gram Sabha. Youth as ‘Angles of Change’.
Intended Beneficiaries Location25 Gram Panchayaths (GPs) of Harihar taluk. AgeBetween the age group of 18 and 30 years (35 years in exceptional cases). SexBoth Males and Females. Atleast 1/3 shall be females. Education10 th Standard and above. HealthFree from any debilitating illness. InterestPassion in Developmental Work and Self-employment. Experience Involvement in Social developmental activities during school / college and could be through NSS, NCC, Scouts and Guides. Independent activities through Youth groups, Self Help Group (SHG) and co-operative movements, elected representatives are also acceptable. Involvement in various communication media like street plays, etc., to be given due weightage. Family Background Commitment to nation building efforts preferred. Past testimonials would add credence. CommitmentWilling to commit 03 weeks of their time for the course. Economic Status Preference shall be given to youth from economically weaker sections.
