EARLY RELEASE THREAT BY THE END OF 2011, CDCR PLANS TO REDUCE IT PRISON POPULATION BY 18,000 FELONS –OPENING THE “BACK DOORS” –6,000 TO LA COUNTY BY THE END OF 2011 FEDERAL COURT ORDER TO REDUCE POPULATION BY 60,000 –CLOSING THE “FRONT DOORS” –5,000 TO LA COUNTY IN ADDITION TO 21,000 ALREADY PAROLED ON AN ANNUAL BASIS TO LA COUNTY

LOCAL IMPACT – GLENDALE’S PAROLEE POPULATION 65 parolees released yearly 225 active parolee residents at any given time GPD re-apprehends an average of 170 annually 315 additional “early release” parolees … a 484% increase. 140% increase in Glendale’s parolee population and a 43% increase in annual local parolee arrests

LOCAL IMPACT - GLENDALE CRIME RATE The average parolee recidivist commits 13 crimes before re-apprehension. 3,740 additional offenses being committed by the early release parolees destined for Glendale alone. 20%, or 748, of these crimes can be expected to be “violent” in nature.
