Cost Effective Addressing With ArcPAD 6

Green County, WI Mostly Rural County- Population 34,000 Approximately 24,000 parcels 576 square miles

 1995 SW Wisconsin Digital Orthophoto Project  70% of parcels converted  AS/400 Tax & Assessment Database Program  Manual addressing mapping GIS Progress

Project Goals  Ability to query tax roll information by site addresses in the AS/400 system  Improve address mapping maintenance capabilities  Data confidence rate in excess of 98%  Extended GIS functionality with an eye towards future web based systems

Alternative Methods  AS400 database population  Map address points using existing address map data  Contract project out to firm specializing in address projects

Limitations Limited Budget Needed to be < $25,000 Lack of Staff/Vehicle LTE Project Staffing Sheriff’s Dept. donated use of vehicle Limited Implementation Time Goal was to complete < 1 year

Solution n GPS address locations using ArcPad Software

Bonus with ArcPAD Data compatible with County’s Arcview GIS Easy to generate address database Provided long term solution for maintenance

GPS Decisions  How much accuracy?  Resource grade vs. Survey grade  2-5 meters vs. sub-meter  At what cost?  Survey grade rental - $60 daily or more  Resource grade purchase - $150 - $450

Project Plan Step 1 Pre-map address points in Arcview Step 2 Improve locations in field & add new points w/ArcPAD Step 3 Integrate points into address mapping environment and spatially relate to parcel numbers

Design Considerations Attempt to account for variations in address styles, road naming, & other anomalies Build for future 911 database integration Generate in a format for AS/400 environment

Final Design Parsed address format similar 911 database Confidence point placement rating Full address label field for mapping needs

Pre-Project Mapping Used existing hard copy maps and checked against tax roll and “organic” databases in office Process took approximately 4-5 weeks for 16 towns about

In the Field  Hardware- Dell Laptop w/ Power Converter  Parcels, centerlines and County orthophoto used for background information during process  Used TracLog option to map progress

GPS Challenges Need to acquire data in County Coordinate System Lack of accessibility to geodetic control point Complexity of use for project staff

Alternate GPS Plan Test and review resource grade GPS

Process  Live viewing in ArcPAD over photo/parcels  Pull in driveway & add data

Address Capture Add point using GPS

Results Estimate actual accuracies closer to 2.5 meters or less Average PDOP was 2.2 or less-as low as 1.4 Very fast – Use ArcPAD/no other software to configure

Lessons Learned  Used 1 set of AAA batteries per 1.5 days  Satellite acquisition problems  Bad weather  Projection of shape files

Future Project Improvements New Earthmate- WAAS Enabled All in one GPS/GIS- Trimble GEO-CE Application Builder – Improve Efficiency
