Proposal Development CALS Research Division

What we’ll cover Who do we apply to Steps in proposal development – Reading the RFP – WISPER record – Roles and Responsibilities Subcontracts

Federal Agencies - USDA List of USDA Agencies: 1OB?navid=AGENCIES_OFFICES_C&parentnav=A GENCIES_OF 1OB?navid=AGENCIES_OFFICES_C&parentnav=A GENCIES_OF Grants and Agreements info: 1OB?navid=RESEARCH_GRANTS&parentnav=RE SEARCHERS&navtype=RT 1OB?navid=RESEARCH_GRANTS&parentnav=RE SEARCHERS&navtype=RT – Link to Funding Opportunities – Link to resources on Award Policies

Federal Agencies - USDA Largest funding call is the AFRI (Agriculture and Food Research Initiative) tml tml – Important to read specifics on each program area, e.g. Letter of Intent? Budgetary Limits? Submission may be through Cayuse, Grants.gov, or other electronic or paper format

Federal Agencies – NSF NSF Directorates: NSF Funding Opportunities: Proposal submission is via Fastlane Proposal instructions: Grant Proposal Guide (GPG), but specific solicitation overrides

Federal Agencies – HHS/PHS AHRQ, FDA, CDC, NIH, HRSA – – Read RFP’s carefully for formset, specific requirements – Many requirements we observe when applying to NIH submitting to other PHS agencies

Federal Agencies – NIH Multiple Institutes: Multiple funding mechanisms: – R: Research – K: Career – T: InstitutionalTraining Grant – F: Individual Fellowship – P: Center – U: Cooperative Agreement ARRA funding by institute:

Federal Agencies - NIH Uses the eRA Commons for proposal and award administration – All PI’s and postdocs must have a Commons account for proposal submission – Submission through Cayuse, using SF424 R&R formset – Also use elements of the PHS 398 forms

Federal Agencies – NASA Use NSPIRES for submission and funding opportunity information ROSES (Research Opportunities in Space and Earth Science)

Other Federal Agencies US EPA: rtunities.htm rtunities.htm – Submission through Cayuse, Grants.gov, or /paper = read opportunity instructions carefully DOE, DOD, DOI, USDE, Homeland Security, USAID

Nationwide Non-Profits American Heart Association – Research grants and Individual predoctoral and postdoctoral fellowships – – We typically apply to the Greater Midwest Affiliate – Submission is via &_requestid=258 &_requestid=258 Must use IE or Safari American Cancer Society, Helen Hay Whitney Foundation, Damon Runyon Cancer Research Foundation, JDRF

Other…. This is by no means a complete list…. Commodity boards Industry

Finding a Funding Opportunity Grants.gov IRIS (Illinois Research Information Service SPIN (Sponsored Programs Information Network) COS (Community of Science/Scholars) Memorial Library Grants Information Center: CALS Research Division website: federal.php?0?Cp6 federal.php?0?Cp6 RSP offers a list of free and subscription grant-finding services that are available through the UW at (includes many of the above) Sponsor websites

What to look for in the RFP Deadline Sponsor’s focus How to apply (Electronic? Mail? ?) Applicant Eligibility Budget – Cap? – Eligible and Ineligible costs? – Indirects? – Matching? Time period: Start date? Length of funding? Formatting: Font, Page limits, Formatting, Sections to include

WISPER (Wisconsin Proposal Electronic Routing) Create record, complete General tab Attach: RFP, budget and budget narrative PI must sign Route to CALS

WISPER To access a WISPER record, you must be a participant on that record: – Principal Investigator – Approver – Routee – Campus Contact

WISPER – Where to look for information History Tab – All record actions that are automatically recorded by the system SPO Action Tab – Who in RSP is working on the record, their notes Attachments – Proposal-related documents, award documents Comments – Notes added by record participants

Roles and Responsibilities PI Status – All faculty have PI status. Anyone else must request and be approved for PI status by their department and dean’s office. Form and instructions at pi.html pi.html

Roles and Responsibilities PI: Find funding opportunity, Prepare proposal, Route & Submit Department Administrator: Work with PI to complete and submit, assist with budget preparation, Initiate/approve the WISPER record Department Chair: Verify PI eligibility/availability, Verify resources & facilities, Assure the work fits the department’s mission Dean: Assure compliance, review and approve submission RSP: Negotiate agreements, Institutional signatory, Accept awards, Set up projects

Subcontracts When we are a sub: – Have the RFP from the primary sponsor – Treat the subcontract submission just like a proposal Route, at a minimum, Budget and budget narrative, Scope of work, Letter of Intent (see sample)

Subcontracts When we will have a sub, we must have: – Budget and budget narrative – Scope of work – Letter of Intent, signed by an official of that institution – Any additional docs that may be required by the sponsor. – WITHOUT THESE DOCUMENTS, WE WILL NOT INCLUDE A SUB IN OUR PROPOSAL

Subcontract vs. Vendor Subcontract – Performance measured against whether the objectives of the federal program are met – Has responsibility for programmatic decision making – Has responsibility for adherence to applicable federal program compliance requirements – Would publish with the PI

Subcontract vs. Vendor Vendor – Provides the goods and services within normal business operations – Provides similar goods or services to many different purchasers – Operates in a competitive environment – Provides goods or services that are ancillary to the project
