Proposed project aimed at facilitating marginalised groups, especially women, to consolidate past advocacy asks related to governance, women’s rights, property and land rights; Understand the current 1991 constitution of Sierra Leone and related documents; Understand the review process, why and how they should engage in it; Link the constitutional review process with long term sustainable and equitable development;

Page 4 OBJECTIVES To deliver Civic Education to vulnerable and marginalised groups comprising women and communities affected by unfair customary practices, land investment and extractives deals; To facilitate community leaders (MPs, Councillors and CSOs) to provide leadership and develop issue-based papers for presentation to the CRC; To link the CRC to target communities for dialogue, and To support target groups to understand and prepare for the referendum process.

Page 5 ANTICIPATED RESULTS Increased awareness of and understanding the contents of the current 1991 Constitution, review process and civic roles and responsibilities; Gaps and issues of importance are identified and documented for presentation to the Constitutional Review Committee; Target groups are mobilised to influence the outcome of the referendum process to secure a constitution that will facilitate development in an inclusive, equitable manner.

Page 6 We Contry We Law Campaign Nationwide campaign will run in tandem with the project implementation. The main idea behind the campaign is to raise awareness and mobilise public ownership of the process in Sierra Leone, especially in geographical areas that OXFAM will not cover, under the proposed project;

Page 7 ACTIVITIES, OUTPUTS Baseline Survey 1 Baseline report with valid data for Freetown and 3 target districts; Awareness Raising 1 Nationwide Campaign We Contry We Law Launched; 15 Awareness Sessions conducted targeting the general public.1 Newspaper supplementary to run in 4 print media houses for two days; 30 Civic Education Sessions for target groups of Women, Youth, Persons with Disabilities;14 Stakeholder dialogue district sessions in Freetown and the 3 Districts

Page 8 Activities, Outputs Development of Campaign and Advocacy Materials Campaign materials adapted and piloted in English, Krio and other local languages together with 50/50 Group 2 Interviews, Questions and Answer Sessions on radio and TV featuring GSCF members Civic Education including Conflict Management Training Materials developed or adopted from CRC and 50/50 Group 5 Training of Trainers Workshops conducted; 15 women and 10 men trained as Trainers; Dialogues Sessions 9 dialogue sessions held between leaders and constituents in Freetown and 3 target districts 4 Constituency Position Papers developed for presentation to the CRC

Page 9 Dissemination of materials in 14 Districts, through the GSCF Community Radio Programmes Our Country Our Constitution 1 regular radio programme developed in collaboration with target groups to discuss the review process at district level; 20 radio sessions on the programme rolled out on community radio stations and SLBC Development of Position Paper for lobbying 3 Position papers on Land Rights and Natural Resources, Women and Gender Rights, Accountability and Decentralization developed per district and presented to the CRC Collaboration of activities with the Governance Stakeholder Coordination Forum Members 10 Sessions with members of the GSCF held 3 CRC-GSCF Engagement Sessions held Pre-Referendum Preparatory Workshop, Evaluation Report

Page 10 FEEDBACK AND REPORTING Oxfam and partner staff will be responsible for documentation using internal formats and the public submission forms, templates developed by UNDP. Share approved project work-plan with the CRC Compile quarterly reports against projected outputs and submit, alongside public submission forms to UNDP, CRC and UNDP partners participating in the call; Quarterly update meetings between OXFAM and UNDP Bi-Monthly meetings with the GSCF technical working group and CRC members Six-month narrative and financial reports to UNDP Final narrative and financial report on completion of the project to UNDP
