The Youth Sector of the Council of Europe & Social Inclusion of Young People Getting Real & Getting Back to Basics

This Presentation will take place in 2 parts, followed by Q & A for each focus on the lessons learned from the LTTC Enter! and provide some thoughts about the future of Enter!

What have we learned?

Three Groups of Lessons Educational Lessons Political Lessons Institutional Lessons

Clarity of terms Curriculum Use previous experience Certification Quality Concept Fully bilingual or not at all Policy results require policy contents

Potential for change Long term engagement & money Insecurity causes passivity Integrated approach Gov’t scared to make commitments

Mandates Facilitation for intersectoral cooperation Participatory governance is complicated Realism Traditional recruitment methods don’t work for special publics

Looking forward? The Enter! Project has been an experiment Many achievements that can be built upon But, many shortcomings that might have been avoided

Getting real, getting back to basics … Engage the national level more actively in the development of pilot schemes for in-country implementation Think and work broadly across the policy spectrum rather than focusing too specifically on youth policy Identify where the power to change something actually lies; work with those stakeholders

Getting real, getting back to basics … Take stock of the possibilities afforded by the instruments available and develop actions realistically Reconsider the language used in communicating the project and its effect on those with the power to change something Concentrate on core competencies, innovate within and through educational interventions
