National Local Government Cultural Forum To increase the capacity of local government to strengthen the arts and cultural development in their communities How would we know if we have strengthened the arts and cultural development in local government communities? What is the capacity of local government? How would we know it is increasing? How will Vital Signs (National arts and culture data) assist?
