Module 3: Planning and Response

2 Objective Upon the successful completion of this module, participants will be able to develop strategies for preplanning at biodiesel facilities and develop strategies for controlling / fighting fires and spills associated with biodiesel fuels.

3 Introduction  Plant / Facility personnel must be brought into planning sessions  Strong relationship with key players critical for safe & competent response to facility  Meet early & often about: –Department’s role –Facility’s expectations / capabilities

Introduction  Small facilities may present greater hazard: –Not likely to follow safety design as large, commercial biodiesel facilities –Difficult to preplan 4

Preplanning for the Facility  Vital factor in strategy of controlling emergency situation  Purpose  Effective preplans: –Less time spent making decisions concerning incident site during & after size-up process 5

Activity 3.1 — Preplanning  Purpose: –To allow participants to practice preplanning for a biodiesel incident. 22

Responding to Facility Incidents  All members should be trained to at least NFPA 472 first responder operations level  Following Analyze-Plan-Implement- Evaluate (APIE) process to form a risk-based response will lead to safe & competent response 23

Responding to Facility Incidents  Corrosives: –Chemical & thermal hazards  Flammables: –Can burn freely & disseminate heat –Thermal damage 24

Activity 4.2 — Response  Purpose: –To allow participants to practice making decisions during a biodiesel incident. 25

Summary  No substitute for preplanning potential incident  Less likely to fully preplan for home-brew incidents: –Become familiar with local & state fire codes pertaining to use & storage of flammable & corrosive materials 26
