Our Mission To protect, service and regulate the Thoroughbred Racing Industry and uphold its honesty and integrity in a competent and impartial manner. Background The Delaware Thoroughbred Racing Commission regulates and oversees the sport of Thoroughbred and Arabian racing in the state. Its primary objective is to do this in regard to the protection of the betting public. The Commission is also responsible for assuring that the State and the betting public receive their fair percentages of the wagering dollar by overseeing periodic accounting audits. In addition, the Commission monitors the conduct of the entire racing industry and may from time to time, hold hearings to thoroughly investigate any perceived wrongdoings. The primary goal of the Commission is to eliminate fraudulent activity that would undermine the public trust and bring violators of racing commission rules, regulations and the Delaware Code to justice. The key objective of the Commission is to maintain hands-on supervision of all investigative cases involving evidence of race fixing, horse substitution, illegal medication, bookmaking, touting, sale, use and possession of CDS, economic crimes and others. Expose wrongdoers and all things prejudicial to the interest and the sport of horse racing.

The Delaware Thoroughbred Racing Commission is a proud member of the Association of Racing Commissioners International (ARCI)

The Delaware Thoroughbred Racing Commission is also a member of the National Racing Compact. The “National License” was developed to streamline the licensing and fingerprinting process. It is known as racing’s “E-Z Pass.”

Joint Commission Activities During April, 2003, the Delaware Thoroughbred Racing Commission along with the Harness Commission hosted the Eastern States Racing Commissioners and Executive Directors meeting in Dover, Delaware. There were delegates visiting Delaware from New Hampshire, New Jersey, Maryland, Virginia, Ontario Canada, New York and the USTA in Ohio.

The Delaware Thoroughbred Commission congratulates Dr. John Peters for receiving Delaware Veterinarian of the Year Award for Outstanding Achievements in the field of Veterinary Medicine. The Commission also congratulates John F. Wayne the 2003 recipient of The Len Foote Award for Outstanding Achievements and Contributions to the Racing Industry.
