Essence of Motown Literary Meet & Greet Aug. 8 th, 2009 Simόn Perazza Director of Constituent Relations ArtServe Michigan

Statewide Nonprofit Organization Advocacy Capacity Building Strategic Communications

Advocacy: Granholm closes HAL Governor’s Executive Order closes HAL Disperses HAL components among 6 state departments Legislature still has two options to stop this

Advocacy: Legislature Options 1.Override the Governor’s EO with a 2/3rds majority vote 2.Pass bipartisan package of legislation (SB ), would keep the components of HAL together within the Departmentof State under the Secretary of State

Advocacy: Looking Ahead 1 st legislative option not likely 2 nd option possible as budget negotiations progress Though plan on MCACA folding into MEDC w/in the Michigan Strategic Fund

Advocacy: MCACA Budget Governor’s recommendation at $1.6 million zeros out all grant funding for arts and cultural programs disqualifies MI from receiving add’l $800k in fed NEA support Senate at $3.4 million House at $6.1 million

Advocacy: Future Planning Legislature on “break” aka summer vacation until September Only in session one or two days in August No movement expected until after Labor Day ArtServe needs to stress to organizations planning budgets for next fiscal year that it is best to plan on receiving zero money from the MCACA

Advocacy: What Can You Do? Legislature break In their districts until after Labor Day The budget is not yet set Now is the perfect time to schedule a meeting with your State Rep and State Senator to discuss your concerns with the Governor’s recommendation of $1.6 million - urge them to support funding MCACA at a higher level Next week ArtServe will be posting talking points to help guide conversations like these At this point even an or phone call to your legislator will help!

ArtServe Michigan is always available & more than willing to assist you need help finding who your legislators are need help getting in contact with legislators providing research & messaging for your visit
