Women empowerment, Gender & Conflict – How should CARE bring these agendas together?

CCP Gender Session How do we bring Conflict & Gender together and maximising synergies? How can CARE’s peacebuilding programming more seriously promote women’s empowerment & gender sensitivity? How can CARE’s women empowerment programming in conflict learn from wider learning on credible approaches to conflict analysis, conflict sensitivity and peacebuilding?

UN SCR 1325 on Women, Peace & Security UN SCR 1325 has pillars on –Prevention –Participation –Protection –Relief & recovery Brings together Women’s Rights & Peace & Security agendas: latter being precondition of Security Council recognition Continued failure of 1325 implementation reflected in inconsistent, siloed, tokenistic & adhoc engagement of women Continued failure of 1325 advocates to engage strategically in peace & security challenges or clearly articulate their contribution outside from rights perspective

Vision 20 / 20 for CARE International Aspirational goals for CI over longer-term Focus on Women Empowerment as cross- cutting issue & primary impact group Need for gender perspective / engaging men & boys Link to programme shift & UCP / rights- based approach Concerns over if & how this focus skews programming with other legitimate goals

CARE peacebuilding definition Peacebuilding is a comprehensive, long-term process working towards sustainable peace based on the values of rights and human dignity. Peacebuilding recognises and supports the central role that local actors and processes have in ending violence and constructively addressing both the immediate and structural causes of violent conflict.

Key peacebuilding lessons Too often peacebuilding projects are based on weak conflict analysis or standardised ‘cut-and- paste’ project designs Too often projects engage with ‘the easy to reach’ and fail to engage key powerholders relevant to violence Too often projects focus at micro-level and fail to articulate link to higher-level peace & security dynamics Peacebuilding involves safety/security risks which COs and beneficiaries are ill-equipped to understand and respond to

Strategic Peacebuilding Based on credible conflict analysis Has a vision of the kind of peace it seeks to contribute to Seeks synergies with other peacebuilding interventions Articulates a clear theory of change Links micro-level to macro-level, and seeks impacts at the macro-level
