BT’s 21 st CN Plans “Cause for Concern” - yes or no? Deterministic services - Electricity Industry requirements. When will forced migration date be implemented by BT? Will BT have proven alternative solutions available before this date? Will BT be able to effectively support legacy services up to this date? ROEP issues and isolation equipment. Out of band VF circuits. Any protocol issues on PSTN dial-up Modems / systems. Existing Digital services. Security of Network infrastructure on a public IP Network. Costs. Ofcoms view. How can we work with BT to minimise impact?

Deterministic services Electricity Industry requirements

Deterministic services - Protection issues Existing Electricity "Grid Code Obligations" require Electricity transmission companies to guarantee certain operational criteria to ensure that the Electricity Networks Stability is retained under fault conditions. In general Electricity Transmission assets are rated for 1 second fault times. However quicker fault clearance is necessary to ensure that the stability of the UK Electricity network is not compromised and resultant Generation trip cascading scenarios are not the consequence of excessive fault clearance times.

Deterministic services - Protection issues On 400kv lines the clearance time required is 80 mili seconds. Max. propagation delay of PW bearer service requires to be less than 8 mili seconds to achieve this criteria. On 275kv lines the clearance time required is 100 mili seconds Max. propagation delay of PW bearer service requires to be less than 10 mili seconds to achieve this criteria. On 132kv lines the clearance time required is 140 mili seconds Max. propagation delay of PW bearer service requires to be less than 10 mili seconds to achieve this criteria. On 33kv lines the clearance time required is 250 mili seconds Max. propagation delay of PW bearer service requires to be less than 10 mili seconds to achieve this criteria.

Deterministic services - Protection issues Due to Operational needs, a Max variation trans/rec of 100 micro seconds is also an essential requirement of many private wire services used for Electricity Protection services.

issues What are the characteristics of existing PW services provided by BT? What changes will result from 21 st CN strategy?

When will forced migration date be implemented by BT?

issues Will any additional expenditure be required in the next regulatory price review period ? Can the electricity industry quantify resources, costs and timescales required in preparation for forced migration?

Will BT have proven alternative solutions available before this date?

issues How will the electricity industry go about testing and proving alternative solutions? Will BT and Manufactures co-operate with the Electricity Industry to secure cost effective alternatives?

Will BT be able to effectively support legacy services up to this date?

issues Have BT plans to retain necessary skill sets to ensure that legacy services are not relegated to second class services over the period At what date will BT stop offering new legacy services?

ROEP issues and isolation equipment?

issues When will BT have solutions in place for provision of new 21 st CN services to hot sites?

Out of band VF circuits?

issues

Any protocol issues on PSTN dial-up Modems / systems?

issues

Existing Digital services?

issues

Security of Network infrastructure on a public IP Network?

issues

Costs?

issues

Ofcoms view?

issues An Ofcom spokesman stated, at an open forum meeting, that any consequential problems caused by 21 st CN and any other non-deterministic migration of services was up to supplier and customer to resolve. ENA have now formally raised the issue with Ofcom
