Radiological Protection of the Environment: Current CRPPH Activities Dr. Ted Lazo Deputy Head Radiation Protection and Radioactive Waste Management Division OECD Nuclear Energy Agency

Past Activities Taormina Conference: Feb 2002 Input to the ICRP on draft materials for Publication 91 Review Process for Publication 103: Through the NEA dialogue workshops and the EGIR process, input provided to the ICRP on RP of the Environment Environmental Radiological Protection and the Law: 2007 Baseline Survey of national approaches 2

Review of ICRP C5 Draft Draft seen as a useful step Refinement is still needed What is the ICRP Framework for RP of the Environment? Where do RAPs fit into this Framework? Where does the Framework fit into the new ICRP 103 system? Optimisation Exposure Situations 3

General Concerns Regulatory Concerns Countries already have environmental protection regimes. The question of the need, or not, for some level of international harmonization should be addressed. The Group sees that there is some value in international harmonisation, but that there is a need for flexibility, recognising different regulatory application in different countries and regions. In this context, a tiered approach to assessment, including such initial approaches as screening, was supported. There is clearly a lack of data. Care should be taken that identifying additional research appropriately addresses regulatory and user needs. 4

Regulatory Views The CRPPH views radiological protection of the environment as an open, maturing issue. In order to continue to discuss the regulatory views of how this issue should be addressed, the CRPPH has arranged to sponsor a session at the upcoming International Conference on Radioecology and Environmental Radioactivity, to be held in Bergen, Norway,15 – 20 June

SESSION 9. Environmental Protection (continued) NEA Sponsored Dialogue Session Jan Pentreath, UK Radioecology and Radiological Protection S. Fuma, Japan Effects of Acute Gamma-irradiation on the Aquatic Microbial Microcosm in Comparison with Chemicals David Copplestone, UK Environment Agency Protection of the environment from ionising radiation in a regulatory context (PROTECT): review of current regulatory approaches to both chemicals and radioactive substances Augustin Janssens, European Commission EU Policy orientations with regard to environmental protection under Chapter 3 of the Euratom Treaty Scott Flanders, US Nuclear Regulatory Commission The US Nuclear Regulatory Commission's environmental review process Simon Carroll, NGO Radiological protection of the environment from an NGO perspective 6

Where do we go from here? The CRPPH will meet from the 20 th to the 22 nd of May 2008, and will discuss what further efforts, if any, should be undertaken in this context. The NEA will continue its active participation in the development of the new BSS, which will hopefully reflect the CRPPH views on the radiological protection of the environment 7
