HOW DOES A BILL BECOME A LAW?

Hi There. I’m Bill. Just Baby Bill. You see, I’m not a Law yet. I have to go through an awful lot to be one of those.

First of all I have to go to the House Of Commons. When I get there, they will do the First Reading. This is where all the Members of Parliament learn about me. Wow!

Now to the really important part! The Second Reading. Questions get answered about me and then they all vote on whether I should proceed to the next stage.

Here I am at the Committee Stage. They look at all the fine print on a Bill. Then, they make changes – if they want to. Then, they make another vote. And I go on to the next stage!

Now comes the Report Stage, this is when a Bill, with all the changes made is properly looked at. They all have a chance to see me as a proper Bill. Then, they can suggest even MORE changes.

Finally, I reach the Third Reading. This is the FINAL stage at the House of Commons. They all vote on whether I should go on to the House Of Lords. But, this is the stage they cannot make any changes to me.

Welcome to the House Of Lords! I’m really lucky to be here! If the House Of Commons hadn’t voted me in, I’d have been sent all the way back to the beginning.

It’s time for the First Reading at the House Of Lords. It’s pretty much exactly the same as in the House of Commons.

Welcome to the Second Reading! This is very similar to in the House Of Commons but with a few changes! They can make lots of amendments etc and then they VOTE … again.

Once again I’m at the Committee Stage. Any member at the House Of Lords can be in the Committee. They make changes and such. There is no time limit, so I could be here for YEARS!

It’s like deja-vu. I’m at the Report Stage again. This can take several days – and they make even more changes! It’s really life- changing, this process of becoming a law.

Time for the Third Reading again. They are allowed to make changes and then they VOTE! Here they vote as to whether I really should become a LAW! If not … I have to go straight to the beginning again!

WOW! I’m at Buckingham Palace! I’m going to be given Royal Assent and I will officially be a LAW. It’s so cool here. I get to meet the Queen! Awesome!

Wow! The Queen actually signed it! Do you not what that means? It means that …

I AM A LAW!!!!
