2 The Rhode Island School Counselor Association Who We Are  RISCA was established in 1999  Current membership is 50% of all school counselors in Rhode Island  RISCA represents 90% of the school districts in the Rhode Island  RISCA is critical to the success of State partnerships that support school counseling
