Benchmarking Innovation  Benchmarking Impact, Effectiveness and Efficiency  14 participating agencies  chaired by Netherlands Enterprise Agency  research and support by Technopolis  Relevance  public budgets cuts  evaluation plan State Aid  Results so far  evaluation methods for mutual learning  benchmark (primarily for learning purposes)  choice of indicators (work in progress)

Choice of indicators  Purpose: international alignment of indicators  Deliverables  focused common indicator list (voluntary use)  case descriptions for good practices/inspiration  Approach  logical structure innovation programme  survey on use  operationalization along RACER-criteria

Common indicators  Some examples of important indicators  Input: EUR net annual budget  Activities: number of firms supported  Outputs: EUR private investment in the supported project  Impact: EUR/% increase in turnover resulting from the supported project Logical structure
