3 A-16 HLS/HD Data Theme Gaps Background oHomeland Security Presidential Directive (HSPD)-7 establishes a national policy for Federal departments and agencies to identify, prioritize, and protect U.S. Critical Infrastructure (CI) and Key Resource (KR) assets oHSPD-7 describes 17 CI/KR Sectors and their corresponding lead Sector-Specific Agencies (SSAs)
4 A-16 HLS/HD Data Theme Gaps Background oHSPD-7 Assigns Mapping Responsibilities (31) The Secretary [DHS] will collaborate with other appropriate Federal departments and agencies to develop a program, consistent with applicable law, to geospatially map, image, analyze, and sort critical infrastructure and key resources by utilizing commercial satellite and airborne systems, and existing capabilities within other agencies. National technical means should be considered as an option of last resort. The Secretary, with advice from the Director of Central Intelligence, the Secretaries of Defense and the Interior [FGDC], and the heads of other appropriate Federal departments and agencies, shall develop mechanisms for accomplishing this initiative. The Attorney General shall provide legal advice as necessary.
5 A-16 HLS/HD Data Theme Gaps Background oThe current list of NSDI data themes and associated lead agencies is incomplete from a Critical Infrastructure Protection (CIP) mission perspective 13 of 17 CI/KR Sectors lack NSDI data themes Data theme gaps are problematic for those SSAs responsible for CIP programs that rely on sector-specific information (including geospatial) to accomplish their mission
6 A-16 HLS/HD Data Theme Gaps Why Act? o Databases such as the Homeland Security Infrastructure Program (HSIP) continues to grow (layers now over 300) No other Federal collection of national geospatial data for Homeland Security (HLS) and Homeland Defense (HD) exists Loosely organized by CI/KR Sectors with multiple data layers from different authoritative sources o Sector layers lack common data schemas and often don’t spatially integrate Queries often difficult to impossible to perform Different compilation scales/accuracies o HSIP content issues demonstrate a need for leadership and facilitation that will satisfy data needs of CI/KR Sectors NSDI Data Theme Leads Responsibilities Improved Coordination with Authoritative Sources
7 A-16 HLS/HD Data Theme Gaps NSDI Data Theme Lead Responsibilities (from Circular A-16) o Provide leadership and facilitate the development and implementation of needed FGDC standards, especially a data content standard for each data theme. Assess existing standards, identify anticipated or needed data standards, and develop a plan to originate and implement needed standards with relevant community and international practices. o Provide leadership and facilitate the development and implementation of a plan for nationwide population of each data theme. o Prepare goals that support the NSDI strategy and, as needed, collect and analyze information from users about their needs for spatial data, including these in strategies related to their theme responsibilities.
8 A-16 HLS/HD Data Theme Gaps Sector-Specific Agency Responsibilities from HSPD-7 o Collaborate with all relevant Federal departments and agencies, State and local governments, and the private sector, including with key persons and entities in their infrastructure sector; o Conduct or facilitate vulnerability assessments of the sector; and o Encourage risk management strategies to protect against and mitigate the effects of attacks against critical infrastructure and key resources.
9 A-16 HLS/HD Data Theme Gaps CI/KR Sectors and the DHS Geospatial Data Model o SSA responsibility to collaborate and define mission information needs across all levels of Government and the private sector will strengthen the content definition of the DHS GDM o DHS GDM application schema for Infrastructure Protection currently under construction o National, State and Local views of asset vulnerabilities and risk mitigation will improve CI/KR feature and attribute descriptions
