"Building a caring society. together" CONTEXT Challenges facing the department of Social Development and the sector are varied. Poverty, unemployment, inequality and absence of essential services and their concomitant social ills are common denominators that cut across most of these challenges The complexity of the challenges is further exacerbated by –the fact that Community development and welfare services are labour intensive, and –depend largely on skilled social workers and community development practitioners, –both these professionals are in short supply to meet the service delivery demand –Also the community development area has had very limited focus and shared understanding

"Building a caring society. together" CONTEXT In addressing these challenges, the Department identified three client categories –Poor –Vulnerable and –Marginalised groups Central priority of the department is the development of policies, legislation and systems to ensure provision of a range of social services to meet the socio-economic needs of the poorest, marginalised and most vulnerable within the constraints of available resources

"Building a caring society. together" Mission To ensure the provision of comprehensive, integrated, sustainable and quality social development services against vulnerability and poverty and create an enabling environment for sustainable development in partnership with those committed to building a caring society. Vision A caring and integrated system of social development services that facilitates human development and improves the quality of life.

Social protection initiatives to build the capacity of vulnerable groups. Provide a comprehensive social security system. Leadership in social development to ensure the deepening of the social policy discourse and evidence-based decision- making. Effective and efficient management of social development programmes and activities in partnership with civil society and other social partners. Good governance. Steering national involvement in African and International frameworks and agreements with respect to socio- economic development. Strategic Priorities

"Building a caring society. together" SOCIAL WELFARE SERVICES STRATEGIC GOAL To create an enabling environment for the delivery of developmental social welfare services and for dealing with the social impact of HIV and AIDS in partnership with implementation agents. STRATEGIC OBJECTIVE The objective of this programme is to develop, facilitate and monitor the implementation of policies, strategies and programmes on integrated social welfare services that meet the needs of all vulnerable groups.

"Building a caring society. together" SOCIAL WELFARE SERVICES Prevention and Treatment of Substance Abuse –Table Substance abuse legislation in parliament and develop regulations –Facilitate the implementation of the NDMP –Research on the impact of substance abuse in communities –Develop a database for treatment centres –Minimum standards for in patient and out-patient services rolled out –Develop a National clearing house for substance abuse

"Building a caring society. together" SOCIAL WELFARE SERVICES Services to Children –Complete the amendment of the Child Care Act with regulations and implementation tools –Implementation and monitoring of policy on Child Abuse, Neglect and Exploitation –Improved foster care and residential care services –Implementation of the Integrated Plan for Early Childhood Development (ECD) (EPWP)

"Building a caring society. together" SOCIAL WELFARE SERVICES Services to Children cont –Alignment of Social welfare services specific for children with special needs with emphasis on children living in the streets, those with disabilities and orphans –Establish a database for adoptable children and prospective adoptive parents –Implementation of the secure care detention management system for children awaiting trial

"Building a caring society. together" SOCIAL WELFARE SERVICES Services to people with disabilities –Undertake comprehensive costing of the policy on disability (incorporating costing of minimum standards, guidelines on protective workshops and on rehabilitation for people with disabilities) –Develop the implementation strategy for the policy on disability as well as action plan on the implementation of the research findings on the needs of people with disabilities –Capacity building on the implementation of the policy on disability and management of protective workshops –Develop integrated guidelines for rehabilitation of persons with disabilities

"Building a caring society. together" SOCIAL WELFARE SERVICES Older persons –Development of regulations for the implementation of the Older Persons Act no 13 of 2006 –Commission a baseline study on the needs and current status of older persons –Development of minimum standards for services to older persons – covering both residential and community based care and support services –Capacity building on SA plan of Action on ageing and the Charter on the rights of older persons –Alignment of protocol on elderly abuse with the new legislation –Facilitate implementation of Community based care and support model for older persons

"Building a caring society. together" SOCIAL WELFARE SERVICES HIV and AIDS –Strengthening of HCBC through: implementation and monitoring of norms and standards for HCBC and support, Capacity building and mentoring of HCBC NGOs, Training of officials and NGOs on the Management of HIV and AIDS in residential care facilities Develop a Monitoring and Evaluation System for HCBC Implementation of Expanded public Works Programme within HCBC and support programme

"Building a caring society. together" SOCIAL WELFARE SERVICES HIV and AIDS –Strengthening of prevention program on HIV and AIDS through: Alignment of lovelife program with EPWP and Monitoring the Lovelife program on agreed objectives Development of a plan for prevention of new infections based on the national Strategic plan. Development of a plan for reduction of progression of HIV disease

"Building a caring society. together" COMMUNITY DEVELOPMENT STRATEGIC GOAL Create an enabling environment for empowerment of the poor, vulnerable and previously marginalised groups, including youth, women and people with disabilities to achieve sustainable livelihoods. STRATEGIC OBJECTIVE To develop, monitor and facilitate the implementation of appropriate policies, strategies and programmes aimed at sustainable livelihoods and human development.

"Building a caring society. together" COMMUNITY DEVELOPMENT Philosophy for community development : communities are best placed to identify their own problems and formulate their own solutions and make their own opportunities. To achieve this community development practitioners play a critical role in mobilising, facilitating, identifying, planning and implementing integrated development programmes with other key stakeholders to build empowered and sustainable communities.

"Building a caring society. together" COMMUNITY DEVELOPMENT COMMUNITY DEVELOPMENT PRACTICE –Conduct research to inform development of community development policy which will guide community development process wrt participation of communities, coordination and harmonisation of development activities as well as addressing capacity challenges. –Improve conditions for CD practice and efficient service delivery through: Development of norms and standards Implementation of the regrading of salaries of CDP Registration of national qualifications for levels 4 and 6, and assessment of the skills of CDP

"Building a caring society. together" COMMUNITY DEVELOPMENT COMMUNITY DEVELOPMENT PRACTICE –Facilitate coordinated and integrated service delivery through: Development of guidelines for integration of development goals in line with national, regional and international conventions and agreements

"Building a caring society. together" COMMUNITY DEVELOPMENT –Poverty Reduction and Sustainable livelihoods Conduct research to inform development of an integrated DSD antipoverty strategy framework Facilitate the implementation of Sustainable Livelihoods Approach (SLA) to improve the impact of DSD programmes on poverty and to apply a people-centred approach. The SLA focuses on how to understand people’s livelihoods in a holistic way (eg the livelihoods framework) as well as suggesting how to conceptualise the objectives, scope and priorities for development. Implement best practice on linking grants to sustainable livelihoods Eastern Cape phase 3 and phase 1 in Limpopo and NW Strengthen the understanding of community development in the sector

"Building a caring society. together" Budget Allocation per Programme Historically social welfare services have not been adequately funded In 2007/08, the social welfare service programme makes up the largest share of the total NSD budget at 39%. Social Welfare services allocation will grow from 198,976 in 2007/08 to nearly R400 million in 2009/10. In contrast, Community Development budget allocation accounts for 7% of the total departmental budget

Socdev budget, excl public entities, grows at average rate of 27,5% p.a. –Prog 1:7,3% –Prog 2:8,9% –Prog 3:56,3% –Prog 4:6,8% –Prog 5:30,1% Additional allocations were mainly for: –Welfare Services policy implementation support (R45m: 07/08; R48m: 08/09; R59m: 09/10) –Integrated MIS – Welfare Services (R25m: 07/08; R0m: 08/09; R0m: 09/10) –Social Worker Scholarships (R50m: 07/08; R105m: 08/09; R210m: 09/10)
