Pakistan Programme  Capacity building workshop on climate change was organized by IUCN Pakistan in collaboration with IUCN Asia and MoE in September 2006  Strong recommendation made for IUCN to facilitate GoP in addressing impacts of climate change in Pakistan  Need highlighted for: 1.Sound science-based technical advice 2.Bring together institutions in Pakistan working on climate change at one platform to provide concerted input to GoP for its climate change work Background

Pakistan Programme  Technical Advisory Panel (TAP) on Climate Change was endorsed by MoE in August 2007  IUCN requested to serve as Secretariat for TAP Background (contd.)

Pakistan Programme  Provision of independent, expert advice to MoE and other relevant GoP institutions to facilitate the integration of climate change aspects in relevant national policies and plans;  Facilitation of research on climate change issues in Pakistan;  Development of national, regional and global linkages for facilitation of research, sharing of information and development of synergies to assist in addressing the impacts of climate change in the country; and  Building the capacity of national institutions (government, research, academia) with respect to climate change and raising awareness on the issue. What is the envisaged role of TAP?

Pakistan Programme  Provide technical advisory services to the MoE on issues related to Climate Change including national position briefs for international negotiations (COPs, MOPs) under UNFCCC and the Kyoto Protocol.  Identify, prioritise and recommend areas for conducting research, the results of which may be presented to and by TAP, and will assist in incorporating the research findings into policies. TAP members may themselves take up some of the research priorities. What it proposes to do?

Pakistan Programme  Review and carry out technical screening of climate change project proposals prepared by MoE as and when requested.  Work with other ministries and departments (e.g. Petroleum & Natural Resources, Forestry, Energy, Irrigation, Agriculture, Water & Power etc.) for cross-sectoral integration of climate change in national policies, plans and programmes.  Build linkages with regional organizations working on climate change to benefit from regional experiences and knowledge. What it proposes to do?

Pakistan Programme  Organize exchanges, study visits, and training (e.g. on negotiation skills for government delegates to COPs/ MOPs).  Organize presentations, guest lectures by other actors working on climate change nationally, regionally and globally. What it proposes to do?
