 Use this function when starting annual re-certifications

 If you have an annual certification in process 3 months prior to the effective date, and have performed no work on it, you can delete the certification, perform your interim, then begin your annual certification again

 Action used when all changes are made to a tenant record  Creates a snapshot of the tenant record to report to PIC  640 fields are checked for errors, rather than receiving the error message from PIC  Tenant record changes stay in ORC until their effective date, at which time, the changes will move to Section 8 Tenant and landlord for check writing accuracy
