Project focus in 2009 Regional biomass action plans Statistics Training

Biomass Demand in Europe

EU Policy proposals January 2007 “energy & climate package” proposed 2020 targets : - 20% greenhouse gases (GHG) +20% energy efficiency 20% renewable energy (10% bio-fuels) Broadly endorsed by Member States and European Parliament Objectives confirmed in EC’s 23/01/2008 proposal for Climate and Energy Package – “ goal”

What is a RBAP Regional Biomass Action Plan Goal – to boost bioenergy markets Provides explicit steps to regional governments in developing; Medium and long run goals Strategies and policy instruments Monitoring and evaluation systems

Why a RBAP The RBAP provides guidance for how regional entities should go about addressing; All chains in the market process Identifying stakeholders and expected roles Developing the necessary support for biomass adoption And putting into place a strategy to ensure long run sustainability in the plan, and biomass deployment

Expected Outcomes of a RBAP The RBAP seeks to: Optimize efficiency in energy use Ensure that tangible and clear set biomass strategies are developed at regional and local levels. Anticipate both the positive and negative effects of such biomass development, and address how such changes can be managed in sound economical and environmental manners Aid the fundamental goal of lowering dependency on depleting fossil fuel energy sources and heighten the use of environmentally sound energy sources

Sources of information Based on country correspondents’ statistics 6 statistics-based chapters UNECE/FAO TIMBER database UN Comtrade validated by European Forest Institute 6 additional chapters on topical issues

Results of a UNECE/FAO study on “Wood resources availability and demands: Implications of renewable energy policies” Woodfuel consumption is much greater than previously measured Increasing wood energy changes Long-term forecasts for the sector’s wood needs A need for more precise data and statistics Wood is the major renewable energy source in the EU and CIS

Biomass in UNECE Project includes: Woody Biomass Biomass from Crop Residues

Woody Biomass

Biomass from Crop Residues

Biomass production in Russia

Biomass Policy RF For example: Decree № 1, 2009 “On the use of Renewable Energy Sources for electricity production” Increased use of Renewable Energy Sources: –1.5 % in 2010 –2.5 % in 2015 (hydro energy is not included) –4.5 % in 2020 District heating utilities need to be modernized (25% of Russia’s energy consumption) The regional governments are recommended to incorporate biomass use in their development plans

Timber Resources of Russia

Biomass Producers Leningrad Region

Rotterdam Cargo Terminal

Creating Sustainable Biomass Sector Cooperation with the private sector along the logistics chain  Forest- and agro residue producers  Transport operators (rail, road, port)  International bulk traders  Energy producers (electricity; district heating) Inter-Sectoral Cooperation, Sustainability, and certification  Coordinated approach involving all stakeholders: private sector, governments, academia, local communities, NGOs Concrete Results  Training and education on Regional Biomass Action Plans, including regional use and export of biomass  Practical data on market development opportunities, including European biomass demand and requirements
