Brief history of the Metre Convention and the SI 20 May 1875 - The Metre Convention was signed in Paris by 17 nations. It established the BIPM which is a permanent organizational structure for member governments to act in common accord on all matters relating to units of measurement. 1889 - the international prototypes for the metre and the kilogram, together with the astronomical second as unit of time, create the first international system of units. 1954 - the ampere, kelvin and candela are added as base units. 1960 - the unit system is named as the International System of Units (SI) 1971 - the mole is added as the unit for amount of substance, bringing the total number of base units to seven. Bureau International des Poids et Mesures The BIPM It has headquarters near Paris, France. It is financed jointly by the Member States and Associates, and operates under the exclusive supervision of the CIPM. Its mandate is to provide the basis for a single, coherent system of measurements throughout the world, traceable to the International System of Units (SI). This task takes many forms, from direct dissemination of units (as in the case of mass and time) to coordination through international comparisons of national measurement standards (as in length, electricity and ionizing radiation). It maintains laboratories in areas of: mass, time, electricity, ionizing radiation, and chemistry. It has an international staff of around 75. Its budget for 2013 is around thirteen million euros. Change in BIPM Director Dr. Martin Milton has joined the BIPM on 1 October 2012 as Deputy Director/Director Designate and has taken over the directorship of the BIPM from Dr. Michael Kühne on 1 January 2013 5

Members and Associates Since 6 February 2013 Member state Metrology institute: INM (Instituto Nacional de Metrología de Colombia) Since the last JCRB meeting, two countries have become associate members, Bolivia and Georgia. Both have also signed the CIPM MRA. We have received the formal request from Paraguay, and in active contact with Colombia. There are also contacts with ……. And continue the negotiations with the Gulf Countries. But signing is just a part of the process and further actions are needed (see following graph) Since 7 August 2013, Mongolia is an Associate of the CGPM. CIPM MRA Participation The CIPM MRA has now been signed by the representatives of 92 institutes – from 52 Member States, 36 Associates of the CGPM, and 4 international organizations* – and covers a further 146 institutes designated by the signatory bodies. New members of the CIPM Following the retirements of Prof. Göbel, Dr Hengstberger and Dr Schwitz from the International Committee of Weights and Measures (CIPM), three new members have been provisionally elected (May 2013): Prof. Humberto Brandi (Director for Scientific and Industrial Metrology, INMETRO, Brazil), Dr Wynand Louw (Director, Technical Infrastructure Development, NMISA, South Africa) Prof. Joachim Ullrich (President, PTB, Germany) 11

Restatement of the BIPM Mission, Role and Objectives The Mission, Role and Objectives of the BIPM have all been restated and are on the BIPM website. Looking at the objectives its interesting to note that off the 7 objectives only 3 relate directly to laboratory activity, the rest to coordination and liaison etc. If anyone is interested in the Mission or Roll, they are on hidden slides in this presentation. http://www.bipm.org/en/publications/mro/

Restatement of the BIPM mission The BIPM is an intergovernmental organization established by the Metre Convention, through which Member States act together on matters related to measurement science and measurement standards. The mission of the BIPM is to ensure and promote the global comparability of measurements, including providing a coherent international system of units for: Scientific discovery and innovation, Industrial manufacturing and international trade, Sustaining the quality of life and the global environment. http://www.bipm.org/en/publications/mro/

Restatement of the BIPM role The unique role of the BIPM is based on its international and impartial character enabling it: To coordinate the realization and improvement of the world-wide measurement system to ensure it delivers accurate and comparable measurement results. To undertake selected scientific and technical activities that are more efficiently carried out in its own laboratories on behalf of Member States. To promote the importance of metrology to science, industry and society, in particular through collaboration with other intergovernmental organizations and international bodies and in international forums. The unique role of the BIPM enables it to achieve its mission by developing the technical and organizational infrastructure of the International System of Units (SI) as the basis for the world-wide traceability of measurement results. This is achieved both through technical activities in its laboratories and through international coordination.

Restatement of the BIPM objectives The objectives of the BIPM To establish and maintain appropriate reference standards for use as the basis of a limited number of key international comparisons at the highest level. To coordinate international comparisons of national measurement standards through the Consultative Committees of the CIPM; taking the role of coordinating laboratory for selected comparisons of the highest priority and undertaking the scientific work necessary to enable this to be done. To provide selected calibrations for Member States. To coordinate activities between the NMIs of Member States, such as through the CIPM MRA, and to provide technical services to support them. To liaise as required with relevant intergovernmental organizations and other international bodies both directly and through joint committees. To organize scientific meetings to identify future developments in the world-wide measurement system required to meet existing and future measurement needs in industry, science and society. To inform, through publications and meetings, the science community, the wider scientific public and decision makers on matters related to metrology and its benefits.

Streamlining BIPM publications & website The 2012 CIPM Report, The Director’s Report and the Rapport Annuel sent as a single cohesive set. Electronic copies available (except the RA) from the website several months earlier. New: “BIPM Core Data 2012” – annual publication. New: Mission, Role and Objectives – restatement . “Compendium of main rules and practices applicable to the BIPM” on the website. It is accessible, together with the text of the Metre Convention, and other official texts from the “Metre Convention” . The CIPM Publications page has been re-organised and includes the document “Criteria and Process for Election of CIPM Members” that was agreed at the meeting. The Membership and Terms of Reference of each of the CIPM sub-committees and ad hoc groups has been published. The information about CIPM Members has been re-organised. The decisions from the last CIPM meeting are available (and available very soon after the meeting in both English and French) from the CIPM webpage. Metrologia Scope Metrologia: - Highest ever impact factor (1.902) BIPM Journal (Editor Janet Miles), published by IOPP Published 6 times per year, Metrologia covers the fundamentals of measurements, particularly those dealing with the seven base units of the International System of Units or proposals to replace them. The journal also publishes papers that contribute to the solution of difficult measurement problems and improve the accuracy of derived units and constants that are of fundamental importance to physics. Comparisons are published in the technical supplement In addition to regular papers, the journal publishes review articles, issues devoted to single topics of timely interest and occasional conference proceedings. Letters to the Editor and Short Communications (generally three pages or less) are also considered. World Metrology Day poster A joint BIPM BIML project The theme of World Metrology Day in 2013 is “Measurements in Daily Life” The 2013 WMD poster designed in cooperation with TÜBİTAK (UME) Information on national WMD activities post on the website (www.worldmetrology.org) - Posters in 17 languages - Events in 32 countries - Many thousands of posters produced and distributed - Highest hit and download ever -171 000 hits in May 2013 c.f. 80 000 in May 2012 As you all know the theme of World Metrology Day in 2013 is “Measurements in Daily Life” 2013 WMD poster designed in cooperation with TÜBİTAK UME For the future (from 2014 WMD) RMOs + RLMOs have taken the responsibility for the developments of the poster (in conjunction with BIPM and OIML). Internally the RMOs are free to decide which particular member takes on the task (for example the RMO may choose to run a competition etc.). 20

World Metrology Day poster WMD poster for 2014 will be designed by APMP. The likely topic for 2014 proposed by APMP is “Measurements helping solve global energy challenges” RMO/RLMOs have taken the responsibility for the developments of the poster (in conjunction with BIPM and OIML). BIPM & BIML Two phase project Step 1 (2013): A Virtual Private Network (VPN) has been set up on the public INTERNET between the firewall gateways of the BIPM and the BIML. Designed for off-site backup for a small amount of BIML data Drawbacks: It uses the BIPM and BIML Public Internet bandwidth. It cannot be used for heavy data transfer It cannot be used for services that require Quality of Service (audio/video). 25
