The European Heritage Network HEREIN

Council of Europe The oldest of European institutions; A pan-European organisation of cooperation – 47 member states; Main political objectives: peace and stability on the continent; promotion of human rights, democracy and rule of law; European Cultural Convention (1954): a pan-European framework of cooperation on culture, heritage and education (50 states) A series of recommendations and conventions on cultural heritage

The Directorate of Culture and Cultural and Natural Heritage The work of the Directorate is based on 8 Conventions: European Cultural Convention (1954, Paris) Convention on the Conservation of European Wildlife and Natural Habitats (1979, Bern) Convention for the Protection of the Architectural Heritage (1985, Granada) Convention for the Protection of the Archaeological Heritage (revised) (1992, Valletta) European Convention on Cinematographic Co-Production (1992) European Convention for the Protection of the Audiovisual Heritage (2001) European Landscape Convention (2004, Florence) Convention on the Value of Cultural Heritage for Society (2005, Faro)

The Council of Europe Framework Convention on the value of cultural heritage for society Convention Convention Heritage in the broad sense "Europe's common heritage" and "heritage communities” The right to cultural heritage Heritage’s contribution to society Shared responsibilities and public participation Heritage in a knowledge society Monitoring the Convention and co-operation Complementarity with other international treaties

The Council of Europe Framework Convention on the value of cultural heritage for society Article 13 – Cultural heritage and knowledge The Parties undertake to: a facilitate the inclusion of the cultural heritage dimension at all levels of education, not necessarily as a subject of study in its own right, but as a fertile source for studies in other subjects; b strengthen the link between cultural heritage education and vocational training; c encourage interdisciplinary research on cultural heritage, heritage communities, the environment and their inter-relationship; d encourage continuous professional training and the exchange of knowledge and skills, both within and outside the educational system. Article 14 – Cultural heritage and the information society The Parties undertake to develop the use of digital technology to enhance access to cultural heritage and the benefits which derive from it, by: a encouraging initiatives which promote the quality of contents and endeavour to secure diversity of languages and cultures in the information society; b supporting internationally compatible standards for the study, conservation, enhancement and security of cultural heritage, whilst combating illicit trafficking in cultural property; c seeking to resolve obstacles to access to information relating to cultural heritage, particularly for educational purposes, whilst protecting intellectual property rights; d recognising that the creation of digital contents related to the heritage should not prejudice the conservation of the existing heritage.

HEREIN Enables follow-up to the CoE Heritage Conventions: the Convention for the Protection of the Archaeological Heritage of Europe (revised) (Valletta, 1992); and the Convention for the Protection of the Architectural Heritage of Europe (Granada, 1985) It will also provide follow-up to: the Framework Convention on the Value of Cultural Heritage for Society (Faro, 2005), which requires two more ratifications to enter into force.

HEREIN The current HEREIN site proposes the following on-lineHEREIN services: Database Provides an overview of the heritage policies pursued in European countries. Thesaurus A multilingual terminological tool enabling heritage experts and users to identify concepts, terms, developments and policies.. News A selection of information on cultural and natural heritage events Selected Links A selection of Internet resources on the cultural and natural heritage, supplementing the database on heritage policies. Virtual exhibitions Hosts virtual exhibitions intended to illustrate the European cultural diversity through the discovery of its common heritage.

HEREIN 3 In addition, the new Herein database : allows states to enter and update data on their heritage policies directly ; allows the public to retrieve, analyse and compare data on the different European heritage policies ; allows follow-up of the CoE heritage conventions.

HEREIN 3 Case-study modules (CSMs) The case-study modules envisaged within Herein 3 will: Provide a close look at how conventions are put into practice in member states; Allow involvement of the general public, civil society and “heritage communities” in the values promoted by the CoE heritage conventions; Provide feedback to the setting or updating of European standards in the field of heritage.

“Heritage and Beyond” meaning of heritage and contribution it can make to the progress of European society; heritage in the context of the current challenges we all face various themes introduced by the Faro Convention: –the holistic definition of heritage, –the concept of heritage communities and of a common European heritage, –its different economic and social dimensions, –the principle of shared responsibility. offers valuable insights into the relationships between the heritage, the knowledge society and the process of digitising cultural assets.
