Our recent work indicates two key needs from PBC 1. Getting established and started How do we ‘re-negotiate’ the relationship with our partner organisations and leave the history behind? Renegotiating the Relationship2. Getting going and building momentum How do we function as an effective commissioning entity or organisation? Prioritise Commissioning Opportunities

This brief presentation will outline these two key needs and aligned products For each product we will discuss: A typical scenario we are asked to assist with What the product and process entails The typical outcomes and benefits

The usual scenarios... 3 real cases but anonymised to protect the innocent The GPs in a locality can just about tolerate being in the same room as each other. There is great debate and perhaps some progress in what organisational form they should or want to take. The GPs have eventually formed a consortium largely to keep the PCT happy. Now they can go back to the day job. The GPs in the localities have a great relationship with PCT staff. Pleasant meetings stretching back years. Is that really all there is to it? Couldn’t we actually... get something worthwhile done?

Re-negotiating the Relationship – what it entails The approach is based on a 2.5 – 4 hour workshop event which includes: Understanding organisational cultures, personal and organisational change cycles, team formation and dynamics, and mental valleys thinking Establishing and managing peer-to-peer business relationships Going beyond the accountability agreement – The Compact Assembling our local vision for PBC – what are we here for? Using a Compact to create and set the agenda How to use visioning exercises to explore values and beliefs Practical plans to developing a Compact The workshop is highly participative and fast paced and can work with small groups from one locality or large groups across a number of localities

Re-negotiating the Relationship – benefits Outcomes and benefits have included: A new understanding within a PBC group of why it exists and how it might operate – increased trust levels within the team An understanding of what needs to happen to forge a new relationship with a partner organisation, and action plans to start the process Increased and visible focused action from PBC to stimulate further trust from senior PCT personnel A real sense of... “we’re here, we’re viable, we mean business.... now let’s get going”

The usual scenarios... 4 real cases but again anonymised to protect the innocent The GPs have formed a consortium with much effort spent deciding organisational form and leadership. They might have registered as a legal entity and may now have a logo and an ‘identity’. Now what? A PBC locality is struggling to raise the debate above the level of immediate local problems. How do they ‘step up’ and get commissioning and engage with local stakeholders? A PBC is frustrated that the PCT won’t “let them play with the best toys” and feels marginalised. How do they raise the level of the agenda and increase credibility? A PCT is frustrated that the PBC won’t do anything beyond the PBC LES. How do they help PBC take more control for themselves?

Effective Prioritisation is an essential activity It has been shown to be a Key Success Factor for service change projects It is a key step of the Commissioning Cycle It is a competency in the WCC Assurance Framework It takes work to manage across broad stakeholder groups but we need to do it 6 HOW?
