3 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Training objectives Upon completion of training trainees should be able to: 1.List the Bulgarian/national normative documents in the area of decommissioning and decommissioning related activities. 2.Describe/Characterize the documents, related to: decommissioning, RAW and SNF management, radiation protection and control, environment protection etc, explaining the scope of relevant normative document(s). Identify which are covered by regulation documents.

4 Project BG/04/B/F/PP , Program "Leonardo da Vinci" According to SUNEA (article 15, para. 4, clause 6, as well as article 38, para. 1, clause 2), for Decommissioning it is required to issue a permission. The permissions related to Decommissioning of Nuclear Facilities are described in “Regulation for the order of issuing licenses and permissions for safe use of nuclear energy”. The whole process of decommissioning of Nuclear Facilities is developed, analysed, planned and justified in a plan for decommissioning, which is submitted to Nuclear Regulatory agency (NRA) at least 3 years prior to closure for decommissioning. 4.1Process of licensing

5 Project BG/04/B/F/PP , Program "Leonardo da Vinci" The Decommissioning plan shall comprise: Description of facility, site, areas with specific statute, circumstances and events that have occurred during the period of operation Justification of the selected version of decommissioning; Plan-schedule and description of activities on Decommissioning; Classification of systems and facilities ………. Process of licensing

6 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Process of licensing The Decommissioning plan shall comprise (cont.): ………… Concept, programmes and procedures for radiation protection, programmes for RAW management, for safety assessment, for radiation monitoring of the site. Internal emergency plan; physical protection measures Evaluation of financial resources required

7 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Process of licensing Documents required for issuance of Decommissioning permission: safety assessment report decommissioning plan ТР for operation of nuclear facility; Instructions for operation of systems remaining in operation; Decision on Assessment of the Environmental Impact; Other documents (common for all activities, for which a permission in line with art. 35 is required)

8 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Documents required for the issuance of permission for the stage of decommissioning: For the corresponding stage: –project for organization and performance of activities –an updated plan; –ТР for the operation of nuclear facility, including specific limitations and operation conditions; –Operation Instruction for systems remaining in operation; –An updated report for assessment of safety; For stages, related to dismantling or closure of NPP: –a decision on the Assessment of Impact on Environment Process of licensing

9 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Regulation on safety during decommissioning of nuclear facilities It arranges the main issues related to safety of nuclear facilities during decommissioning, resulting from the specifics of decommissioning activities Subject of this regulation are legal entity that design, build, commission, operate and decommission nuclear facilities. Object of regulation: a)Planning of safe decommissioning; b)Basic safety requirements during decommissioning; c)Management of activities in the period of decommissioning. 4.2 National normative base related to decommissioning

16 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Regulation on procedure for providing physical protection of nuclear facilities, nuclear material and radioactive substances –It specifies the conditions and arrangements for assurance of physical protection for nuclear facilities, nuclear material and radioactive substances in their use, storage and transportation Regulation № 46 for transport of radioactive substances –Arranges air, water and land transport of radioactive substances Regulation on the conditions and arrangements for transfer of radioactive waste to the State Enterprise "Radioactive waste" –It determines the conditions, arrangements and terms for RAW transfer to the State Enterprise "Radioactive waste", as well as categories and types of RAW that are not liable to transferring to the state enterprise. It determines levels for free of control radioactive substances or materials, containing radioactive substances

20 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Regulation on basic norms of radiation protection (BNRP), 2004 BNRP aim at eliminating the occurrence of deterministic effects and reducing the probability of stochastic effects occurrence to a level, considered to be acceptable, according to international recommendations. Subject of regulation are the main requirements and measures for carrying out the activities on nuclear power and SIR usage within the meaning of SUNEA. National normative base related to radiation protection

21 Project BG/04/B/F/PP , Program "Leonardo da Vinci" Regulation on conditions and arrangements for determining areas with special status around nuclear facilities and sites with sources of ionizing radiation, Decree of The Council of Ministers № 187 d.d , promulgated, SG, issue 69 d.d Section II of the Regulation specifying the requirements to radiation monitoring in the areas of special status (radiation protected area and observed area). In this regulation is explained the way of organizing radiation monitoring and the controlled characteristics are listed National normative base related to radiation protection
