ACADEMIC LIBRARIES An academic library is a library that is attached to a higher education institution which serves two complementary purposes to support the school's curriculum, and to support the research of the university faculty and students. It is unknown how many academic libraries there are internationally

Personnel: Administration A. The supervision and control of the academic library shall be clearly defined within the organizational structure of the parent institution. B. The academic library shall be administered and supervised by a full time professional librarian with at least Masters Degree in Library and Information Science or MAED in Library Science or MA in Library Science. C.The academic library shall have an advisory library committee composed of representatives of the faculty and students. D. The academic library shall formulate a development plan which shall include a program for a continued development and improvement of library resources and services

Personnel: Human Resources A.The academic library shall have a sufficient number and variety of staff to develop, organize and maintain the collection and provide information and reference service to meet the needs of its clientele. 1. Size 1.1 The size and qualifications of staff shall be determined by several factors, including size and scope of collection, number of hours, rate of acquisition, rate of circulation, nature of processing and nature of service demand Ratio of professional librarians and other staff vary depending upon the range of operations and services provided by the library and upon its total workload requirements.

Personnel: Human Resources For the first 500 students: One full time professional librarian and two full time clerical staff For every additional 1000 students: 1 additional full time professional librarian and I full time clerical plus other support staff

Personnel: Human Resources B.Qualifications 1.Professional Staff The professional staff includes the head librarian and staff doing professional work. The Head Librarian must be a Master’s Degree holder in Library and Information Science (MLIS) for the college Library. For the university library, a Master’s Degree in Library and Information Science (MLIS) (or MAED in Library Science or MA in Library Science). The qualifications of a professional staff shall be at least: For college library Bachelors Degree in Library and Information Science For University LibraryMasters Degree in Library and Information Science (or MAEd in Library Science or MA in Library Science)

Standard III. Human Resources 2. Support Staff The support staff includes the paraprofessionals and staff doing clerical work. The educational qualifications for para- professionals shall be Bachelors degree in any related field in Library/Information Science and the clerical staff shall likewise be a Bachelors degree holder. 3. Status Librarians shall be given faculty (academic) status with corresponding privileges and other benefits comparable to those of the faculty members. 4. Staff Development A continuing staff development shall be provided with the corresponding financial assistance from the institution

Collection Management The academic library shall have library resources relevant to its mission, adequate in quality and quantity, helpful in serving the needs of scholarship and research, as well as progressively developing and growing in accordance with institutional development and expansion plans. A.Collection Development 1. Collection development shall be the responsibility of the Librarian 2. The academic library shall have written collection development policies which shall be approved by the members of the Advisory Library Committee. 3. The academic library shall conduct periodic review of its existing collection

Collection Management B. Holdings 1. Size 1.1 A basic collection of 5000 well selected titles for college libraries and 10,000 titles for university libraries is necessary for the college/university to effectively support its educational programs. 1.2 For every major field of undergraduate specific program, the library should provide 5 titles per student and 10 titles for the graduate program. 1.3 In addition to the book collection, a periodical collection of current and relevant titles (local and foreign) shall be provided. The recommended number of periodicals based on the enrollment as follows:

Collection Management Enrollment Number of Periodical Titles Less than 1,000 students 50 titles 1001 – 3000 students75 titles Over 3000 students100 titles 1.4 Every major field of specialization shall be covered by at least 3 journal titles of undergraduate program, 6 journal titles of graduate program and 10 journal titles of doctoral program or its equivalent. 1.5 For reserve books, at least 1 copy for every 25 students shall be provided. 1.6 Twenty percent (20%) of the collection shall have been published within the last five (5) years 1.7 The academic library shall provide Filipiniana materials equivalent to 15% of the total collection.

Collection Management C. Organization Library collection shall be organized to ensure efficient identification and retrieval. It shall be cataloged, classified and or indexed according to accepted standards of bibliographic description and a system of classification. D. Preservation and Weeding The academic library shall have a program for the preservation and weeding of its collection. E. Security 1. The academic library shall have policies on security of its collection to safeguard the collection from damage, loss, mutilation and theft. 2. The academic library shall provide control and security measures in its building and facilities such as emergency exits, fire extinguishers, and built-in emergency lights.

Services and Utilization A. The academic library shall provide services to its readers in support of the objectives of the parent institution. The productive use of library resources and facilities, by its clientele is an ultimate test of its effectiveness. B. The services shall include the Reference and Information Services, Circulation, Information literacy and User education, Audiovisual, and Electronic services. Photocopying and other services shall be provided by the academic library. C. The academic library shall have equitable lending policies for its clientele. E. The academic library shall make its collection and services known and accessible to all bona-fide users.

Technical Services: Selection & Acquisition Collection development is the joint responsibility of the faculty and the librarian. The emphasis is on quality rather than quantity. There shall be a year-round and carefully planned program of selecting and procuring library materials. The faculty shall actively participate in the selection of print and non-print materials especially in their area of discipline, and in developing procedures to facilitate and effectively carry out the selection and acquisition activities.

The library shall define in writing the policies for collection development that will guide the selection and acquisition of materials. Such policies shall be developed by the library in consultation with the faculty, and approved by the administration. The library shall provide for a periodic review of its existing collection, for purposes of maintaining the quality of the collection and its continued relevance to the needs of the library’s users, and of determining collection strengths and weaknesses. Technical Services: Selection & Acquisition

Library collections shall be organized to insure efficient identification and retrieval. The books shall be catalogued and classified according to an accepted standard of bibliographic description (such as the Anglo- American Cataloging Rules), and a system of classification, like the Dewey Decimal System or that of the Library of Congress. Periodicals shall be indexed. The catalog shall be in a format (card or electronic) that permits concurrent or simultaneous use by users of the library. Cataloguing & Classification

In addition to the catalog, there should also be subordinate files, such as subject authority files, shelf lists, serial holdings lists, indexes, and the like, for bibliographic control and intellectual access to all library materials. The library shall provide its own cataloging manual of policies and procedures. Cataloguing & Classification

The library shall have a program for the care and preservation of its own collection. It should have adequate safeguards against damage, loss, mutilation, and theft, if it is to serve its primary goal of making its collection available to its users. It is recommended that the library keep its card catalogs to serve as back-up files of its online catalogs, in cases of power failure, inaccessibility due to downtime, or during off-line periods, etc.

Public Services: CRS Circulation books are supporting the curricular offering of the university. All subject fields are covered by the collection. These books are arranged in the stack area according to the Dewey Decimal Classification Scheme.

Public Services: CRS Students can borrow two (2) books for three days. Faculty / Employees can borrow five (5) books for one (1) week Students can borrow one (1) book for one or two hours and can be renewed for another two hours.

Public Services: RFS The Reference Section houses a collection of extensive general reference materials that are intended to be consulted for a particular question or query rather than read thoroughly.

Public Services: RFS Reference/Information Service provides assistance to readers in connection with their research needs, from the simplest to the complex inquiries. Research Advisory Service advises the users/clienteles on what and how to of materials to use in their researchers, term papers, reports, etc.

Public Services: RFS Users awareness Service informs the students about the sources and services available. Displays, exhibits, etc. attract and encourage the use of the section.

Public Services: PS The Periodicals Section is the place where needed information can be found in journals, magazines, newspapers and other serial literature. The open shelf system is adopted in this section.

Public Services: PS The Periodicals Section supports the teaching and research mission of the University by providing public assistance, access, storage, maintenance, and management of periodical collections. For research purposes, several periodicals are being indexed and now available in OPAC.

Public Services: PS Collections are for inside use only. Newspapers and local magazines may be borrowed by faculty and non-teaching personnel after 5:00 in the afternoon to be returned early in the morning of the next day.

Special Services Finding information is easy. Retrieval is frequently overwhelming, and much of the information has not been subjected to the peer review process. Internet is a powerful reference tool offering educational and other valuable information for all ages.

Example: Library User Information System Section The Library User Information System Section provides an effective service for the academic staff, the students, and other library users by assisting them to obtain maximum benefit from available information resources from the Internet.
