Definition of "convergence" regions : JO L 243/44 of The regions eligible for funding from the Structural Funds under the Convergence objective shall be regions whose per capita gross domestic product (GDP), measured in purchasing power parities and calculated on the basis of Community figures for the period , is less than 75 % of the average GDP of the EU-25 for the same reference period. Definition of "outermost" regions : Regions defined by art 299§2 of EC Treaty : Canary Islands (ES), Açores & Madera (PT), Guadeloupe, Guiana, Martinique and Reunion (FR)

Work Programme for 2010 Main activities in 2010 REGPOT : Unlocking and developing the Research Potential of research entities established in the EU´s convergence regions and outermost regions ( 31 M€ )

Objectives Full Research Potential European Research Area  Support the realisation of the Full Research Potential of the enlarged European Research Area high qualityresearch entitiesof significant scientific size  Improve the Research Capacity of high quality research entities of significant scientific size (e.g. University Depts., Faculties, specialised Research Inst. or important size research laboratories with at least 10 permanent experienced researchers) established in the Convergence or Outermost Regions of the EU (+ equivalent C.R. in ACs) ‘partnering organisations’  Establish and extend a close S&T cooperation between the selected high quality research entities and at least 3 European outstanding research ‘partnering organisations’ (in the same S&T domain or in a complementary field) established in 3 different MS/AC All Thematic Domains (*) All Thematic Domains of EC FP7 RESEARCH POTENTIAL REGPOT

Funded Activities (1) An Action Plan based on a set of 5 coherent measures: Exchange of know-how and experience secondments partnering organisations Exchange of know-how and experience through trans-national two-way secondments of research staff between the applicant and at least 3 European outstanding research ‘partnering organisations’ established in at least 3 other different EU Member States or AC; Return mechanisms to be described, additional partners from applicant’s country can be added including stakeholders Upgradeequipment Upgrade and develop their research equipment (not more than 30% of the total project budget); maintenance possible Recruitment Recruitment by the applicant of experienced researchers; return of nationals having left the country is particularly encouraged Promote Promote knowledge exchange and scientific information as well as the results of S&T research through the organisation of Conferences & workshops Improve Improve visibility by dissemination and promotional activities RESEARCH POTENTIAL REGPOT

Expected Impact Better integration of the selected research entities in the ERA as a whole (partnership with excellent research groups elsewhere in Europe) Upgrading the RTD capacity (human potential, improvement of research management, scientific equipment) and the quality of research carried out by the selected research entities Increased contribution to regional economic & social development Improvement of the potential of the selected research entities to participate in FP7 projects RESEARCH POTENTIAL REGPOT

Timetable Calls for proposals published on 30/07/2009 Deadline for submission: 17/12/2009 Evaluation, with help of independent experts – & Selection within 3 months of call closure (from 22/02/2010) Negotiation of grant agreements (May-Sept. 2010) Commission decision (October-November 2010) Signature of first grant agreements before end 2010
