Commissioning Strategic Plan Alcohol Health Needs Assessment (Quantitative and Qualitative) Analysis at PCT, Borough and MSOA levels Alcohol as both Substance Misuse and Lifestyle Issue 1,000 people per year trained in Alcohol SBI / IBA techniques Increase Treatment Activity at Tiers 2 and 3 Public Health Intelligence Led Performance Monitoring Longer Term (2012) to have steady increase in Tier 2 Interventions (modernising services and the thinking of services) Evidence Based Interventions Partnership Metrics and Involvement VSA 26 (set at 2% for NHS East Lancs and 1.5% for Lancs)
