Wind Generator Inertia and Governor Response Report PDCWG Assignment in response to EECP Step #2 on February 26, ROS Action Plan Item 1e.

Background EECP Step 2 occurred on February 26, 2008 On March 11, the PDCWG presented a report to ROS with analysis and recommendations. The recommendations were: – ERCOT should try to improve the Short Term Load Forecast to improve load/resource balancing – Wind only QSEs should be more effective in updating Resource Plans to improve load/resource balancing. At the next TAC meeting, TAC directeded ROS and the PDCWG to study Wind Generator Inertia and Governor Response.

Concluding Thoughts Wind Turbines do not have classical governors, but newer units with pitch control could “back down” under steady-state conditions and pick up generation when frequency is low to help with recovery from a major unit trip. Newer AC-DC-AC units do not supply additional MW from rotating inertia like shaft driven generators, but by rectifier/inverter variations. They may simulate inertia effects by electronic controls just like governor response could be simulated.
