Review of Implementation Phase I 3 >Guidelines were published in November 2010  Official publication of the community decision amending Chapter 3 of Article I to Regulation 715 >At that time…  …members already published a large amount of data thanks to earlier voluntary commitments  …implementation still multiplied the amount of data in some cases  …the deadline 3 March 2011 was too short to get full compliance

Review of Implementation Phase II 4 >Challenges resulting due to that tight timelines:  Internal adaptions of processes necessary for TSOs o Internal IT o Budget and costs o Testing of implemented processes  Confidentiality issues were remaining for some members (e.g. shipper contracts)  Specific data was difficult to determine o as terms were defined differently o as they weren’t available for publication at that time o as necessary changes in IT systems needed to be coordinated

General Picture I 5 >1 st Step:  A questionnaire asking for the implementation of the main requirements was sent to ENTSOG members >2 nd Step:  ENTSOG contacted TSOs…  …to get a picture of the current level of the guidelines’ implementation  …to support and clarify open questions  …to agree on a common understanding >ENTSOG organized bilateral telcos or meetings  ENTSOG  Members  Members  Members (during regular meetings) ENTSOG’s internal questionnaire in 2011

Future Challenges 13 >CMP changes Annex 1 to Regulation 715 > The document was published in the ‘Official Journal of the European Union’ on 28 August 2012 >Main items for TSOs regarding Transparency are:  TSOs have to upload information to a union-wide central platform established by ENTSOG on a cost efficient basis  All information has to be available from 1 October 2013  Additional information about auctions is requested >ENTSOG launched a project on Transparency Platform in order to fit the new requirements in due time Congestion Management Procedures (CMP)
