EPOS - Rome meeting, September 1 EC + ESFRI Recommendations Elisabeth Kohler CNRS-INSU

EPOS - Rome meeting, September 2 ESFRI Roadmap ESFRI (European strategic forum for research infrastructures) is a panel of independent experts. The panel has been set up by the EC but is not part of the EC. First Roadmap (2006) : 35 projects were selected in all fields, ranging from SSH to Particle Physics; 2 types of projects: - construction projects -major upgrades of existing ones 2 types of infrastructures: large single-sited / distributed

EPOS - Rome meeting, September 3 ESFRI Roadmap updating Updated Roadmap 2008 : 11 new projects were selected among them EPOS New updated Roadmap is planned for 2010 focusing on the themes « Energy » and « Food and Agriculture » No decision yet on any further updating (pending report on ERIs achievements in July 2010) Recommendation : Don’t miss this opportunity for EPOS!

EPOS - Rome meeting, September 4 From ESFRI Roadmap to Preparatory Phase Infrastructures projects of the ESFRI Roadmap are granted a financial support through a call under FP7 Capacities Work Programme. Support to the Preparatory phase - duration 2-4 years - funding (max. 6 Meuros; average 4 Meuros) - content : more management than science Recommendation : Even though there is no competition, the quality of the proposal is important; otherwise long lasting negotiations with the EC and delay

EPOS - Rome meeting, September 5 From PP to Implementation Phase Only those projects that are using the PP as a leveraging support to : –Structure and integrate the scientific community –Reach the level of legal, financial and technical maturity –Involve the stakeholders to make financial commitments before « construction » Will be given EC support to the Implementation Phase

EPOS - Rome meeting, September 6 Implementation Phase Example (WP 2010) : PRACE (European High- Performance computing service) : 20 Meuros Major funding has to come from the Member/Associated States EC estimates that no more than 50% of the PP projects will access to the Implementation Phase (actual « construction ») Recommendation : as national coordinator you have to structure your national community to enable it to join the Construction phase

EPOS - Rome meeting, September 7 European research infrastructures : a unique opportunity To : –Strengthen the scientific community and achieve a critical mass in scale and scope –Cope with the increasing costs/complexity of RIs by integrating them at European level –Improve the efficiency of and access to research services, incl. e-infrastructures –Elaborate a long-term vision (20 years) in Earth Plate Observation –Set up a world-class research infrastructure

EPOS - Rome meeting, September 8 Involving stakeholders Recommendation : develop an « economic narrative » (Carlo Rizzuto, ESFRI Chair) to convince your ministries, funding agencies, regional/local authorities : –Scientific impact : brain-drain versus brain- gain –Development of technological skills –Local impact : staff, businesses More arguments on : Essential : from initial support letter to actual financial commitment

EPOS - Rome meeting, September 9 Support letter for proposal
