ESTAT E/1-E/ LFS ad hoc module : evaluation & recommendations l l Workshop meeting on 30/10/2000 è è DK, E, FIN, P & UK è è discussion of implementation & initial results on accidents at work & occupational diseases è è from this first experience, discussion of recommendations for future ad hoc modules

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Discussion of implementation & initial results è è implementation : difficulties, relevance, accuracy & timeliness è è analysis of first results & comparison (accidents) versus administrative sources

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Implementation - 1) general comments è è module & final guidelines defined in due time = 1 year before the reference quarter è è however, limitations in the analysis due to : / / national specificities in the implementation / / differences in questionnaires & codes

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Implementation - 2) general difficulties è è proxies  direct (  separate analysis) è è telephone  face-to-face (but not identifiable) è è solution for other comparability issues :  standardisation by industrial structure,  analysis on most comparable sub-population (type of job, contract) but not always possible (only if job = main current job)

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Implementation - 3) specific difficulties è è “accident”  “disease” for musculo-skeletal & infections (  joint analysis), “disease”  “health problem”, “serious”  “recent” è è “other work-related health problems” for inactive people (  separate analysis) è è “expects never to do paid work again” è è other difficult concepts  2 levels question è è a lot of slight differences in use of codes

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Analysis of data - 1) status & objective è è delays from MS submission of data (EL, IRL, IT, NL, UK > 31/03/00)  delays in analysis è è results on 11 MS + HU now available in 02/ Doc. ESTAT/E3/HSW/2000/1123 è è main objective now : analysis of work-related accidents & diseases in relation to situation on labour market & job characteristics

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Analysis of data - 2) recommendations è è MS that collected more information should report on this experience è è data from EL not comparable with other MS è è no specific weights for this module è è effect of non-reponses to be studied though apparently no high level

ESTAT E/1-E/ LFS ad hoc module : evaluation l l Analysis data - 3) comparison  ESAW è è high differences, average : LFS = 2/3 x ESAW è è sum of various effects : proxies, memory recall problems, not same reference period, etc. è è not to be fully explained, but detailed methodological notes to be provided è è Incidence = ESAW; Analysis  labour market & job characteristics = LFS ad hoc modules

ESTAT E/1-E/ LFS ad hoc module : recommendations l l Recommendations for future LFS ad hoc modules (HSW+others) - 1) specifications è è due time to finalyse the specifications of a module = 1 year before the reference quarter è è deadline not only for variables, but also concepts, values & guidelines è è different guidelines for face-to-face & telephone interviews

ESTAT E/1-E/ LFS ad hoc module : recommendations l l Recommendations for future LFS ad hoc modules - 2) possible improvements è è questions should also be proposed (though not compulsory) in parallel to the definition of the variables (via Circa, etc.) ? è è only direct or face-to-face interviews for some modules ? but problems for MS with an important part of proxies in the sample ? è è specific weights necessary for some modules

ESTAT E/1-E/ LFS ad hoc module : further activities l l Further activities - 2) - publications should contain è è a methodological part on national concepts, specificities such as sampling errors, proxies  direct interview, telephone  face-to-face è è information on memory recall problems, comparaisons with other sources, etc. è è standardised results (NACE, age, full-time)
