Jan-Mar 2015 Apr-Jun 2015 Jul-Sep 2015 Oct-Dec 2015 Jan-Mar 2016 Apr-Jun 2016 July 1, 2016 WIOA System Implementation Time Table Oct-Dec DEED Conducts a High Level Review to Consider Approaches of Working Toward Implementation A consistent theme is consultation of the State Agency with Chief Elected Officials, Local Boards and the State Board There is consensus that a central element to all planning will be the designation of the Workforce Development Areas DEED proposes six planning regions, five in greater Minnesota and one for the metro-area. The Preliminary regulations are released on April 16 th, allowing 60 days for comments and recommendations. DEED reviews the 2,400+ pages and makes assignments to the workgroups. TEGL is released, focusing on what DOL expects to be in place by July 1, 2015 and shortly after. DEED and MWCA ask for a special meeting to address these priority issues. Regional Planning Focus. The Local Boards are charged with leading regional planning. State Unified Plan Focus The State Unified Plan is due March of Local Plan Focus The State will issue Local Planning Guidance. 1. WIOA Policy on the designate Local Areas. Policy Overview Initial designation of all existing local boards. Performance/fiscal issues will be addressed through additional conditions to be met to become/remain certified as a local area. Required documentation will be data from annual performance reports and audit statements addressing fiscal integrity.

2. WIOA Policy on the criteria for the selection and appointment of Local Board members. Policy Overview Local boards must become WIOA compliant. Flexibility in membership remains beyond the two percentage requirements and other “shalls”: – Majority private sector (50%+) – Labor and CBO’s (at least 20%)

3. Designate of Workforce Development Regions Policy Overview Policy complies with the “Musts”: – Consult with Local Boards and Chief Elected Officials – Common Economic Development Areas – Adequate resources to carryout intent of WIOA – Local Area inclusion (1, 2 or more or inter-state) – Share a labor market Policy considers the “Mays”: – Population centers & commuting patterns – Industry composition & location quotients – Labor force conditions & geographical boundaries
