Conclusions Result based approach is compulsory for tomorrow’s CSF programmes Demands for improved monitoring and evaluations Different methods and theories are available Toc with its 6 components is a way of going forward in programming

Conclusions Outcomes (demand site) are influenced by factors other than the activities of the providers, which distinguishes them from outputs (supply side) Systems like COD do not meet nor need the audit requirements of first level of control, only third independent party necessary to check before payment

Conclusions Complexity theory learns that patterns are constantly disturbed by events and … “It is not about methods but about the mindset” Let’s exploit standard deviations and have a default assumption that “we do not have a clue” Best practices? OK but don’t try to implement them pure and simple, check what one can use and adapt the rest.

Conclusions Target setting does not work but they are made to work “Hitting the target but missing the point” A log frame is not the truth nor reality, it shapes reality We need more detachment from the tools we use We have to do what we have to do but we must keep on speaking fearlessly

Conclusions Bureaucrats can innovate Innovation thru “partnership” A lot of work still is to be done “Much better to ask forgiveness then permission “ The journey goes on …

Next steps The new partnership will focus much more on putting the concepts into practice: Training on RBM principles On demand consulting engagements, helping to set up any RBM practice e.g.: Experiment with Theory of Change for a small project Design an OBA approach (incl. JAP-based) Set up an impact evaluation Do a RBM self-assessment exercise… NOT TO HAVE A REVOLUTION ON EVERYTHING! Learning seminars, reflecting on the steps taken
