FUNCTION To advise the Minister of Health in the two main areas : Designing of Health Care System Structure HRH management

H ealth care system structure 1. Advise Minister on designing and regulating the guideline on functions, duties, staffing and organizational structure  Central level : MOH ( Decree No 188/2007/ND-CP )  Local health care system ( Joint Circular No 03/ 2008/TTLT) 2. Provide guideline on criteria, procedures to establish, merger, re-organize or dissolve of the health organizations 3. Advise Minister on regulating the criteria for classification of health facilities 4. Monitor, inspect the implementation of policies related to organizational issues

HRH management 1. Involve in developing the National Health policy and HRH strategy/ plan 2. Prescribe rules, procedure and standards for HRH management in accordance with the Law of Civil servant and Government regulation Eg: - Decision 28/2006/QĐ-BYT regulating procedure of evaluation of health staffs - Decision 10/2007/QĐ-BYT regulating criteria for leaders of health organizations

HRH management (cont.) 3. To formulate incentive policies for health workers Eg: - The Decree No 64/2009/NĐ-CP on the incentive for health staffs working in the hardship areas; - Decision No 75/ 2009/QĐ-TTg on allowance for village health workers; - Decree No 56/2011/ NĐ-CP on the special professional allowance for public health staffs

4. To determine a required type of health professional Eg: Joint Circular N0 06/2011/TT-BNV regulating the title, government employee code and grade of midwife 5. To set up staffing norms Eg: Joint- circular No 08/ 2007/TTLT regulating staffing norm for public health facilities HRH management (cont.)

6. To monitor, inspect of implementation of HRH policies ( in term of recruitment, HRH using, promotion, rotation, salary/ allowance…) 7. To make plan and organize the continuing training on administrative management, HRH planning and management skills…

HRH management (cont.) 8. To collect and analyze data on HRH 9. To conduct researchs related to Health system structure and HRH policies 10. To carry out other assigned duties ( management of the professional associations; the health professional ethics…)
