PSPC/Coating Technical File (CTF) Comments from Japanese Shipyards Masanori Yoshida Japan Ship Technology Research Association

(For shipyard) New construction stage CTF shall contain at least……… Statement of Compliance or Type Approval Certificate Technical Data sheet, including, product name &…… Shipyard work records of coating application, including; coating area of each compartment,coating system,time of coating, thickness, number of layer, and ambient condition during coating and method of surface preparation Procedures for inspection and repair of coating system Coating (daily) log issued by the coating inspector Shipyard’s verified inspection report,including; completion date of inspection, result of inspection, remarks, inspector signature; and Procedures for in-service maintenance and repair of coating system.

(For Administration (RO)) (For Ship owner) In-service maintenance, repair and partial re-coating Maintenance and repair shall be recorded in the CTF in accordance with the Guidelines for maintenance and repair. Re-coating shall be recorded in the CTF (For Administration (RO)) The administration participate in the agreement process. Clear evidence of inspection reported and included in CTF.(3.3) The CTF shall be reviewed by Administration.

Purpose of CTF + As the evidence of the coating material applied and ensured the specification and coating procedure.(Shipyard/Paint maker) As the evidence of shipyard workmanship at new building stage. (Shipyard) To verify the quality control of the shipyard in accordance PSPC.(Shipyard) Confirmation and review of workmanship by Administration (Administration)

Therefore.. CTF shall not be so bulky file but recording systems which enable the traceability of the quality of product. CTF shall be useful record for shipyard, ship owner and paint maker for the purpose of Quality Assurance and for the use of maintenance and repair after delivery. CTF shall be systematic to input and output by shipyard personnel concerned and easy to review by the administration and commonly used by persons concerned.

However.. According to an example of CTF of Aframax made by a ship yard… Measuring points of Dry film thickness were over 140,000. Sheets of daily log and coating log were more than 2,400 pages. Not bulky, Useful Record and Systematic?

More Comments from Shipyards on CTF CTF should ; be easily operated by site engineer or inspectors. be compatible with most dry film thickness readings. be input by English and native language (Japanese) and output in English. be easily accessed during new-building process. be processed by common data software such as Excel/CSV. have a global format ….CTF software should be further developed.
