Enabling environment Key priorities 1.Clarify and streamline roles of central management agencies 2.Harmonise the planning, budgeting and M&E cycle across sectors through Legislative Instruments and strengthening the linkages between each. 3.Strengthen national capacity to enforce rules and regulations 4.Develop capacity of NDPC, PPMEDs, RPCUs and DPCU’s through training and the adequate allocation of resources 5.Enhance stakeholder participation/citizen’s engagement in planning, budgeting and M&E 6.Ensure the adoption and implementation of the Freedom of Information Bill- preparation/training for Ministries is critical 7.Develop a Communication Strategy to drive communication around the MTDPF. 8.Review composition and tenure of NDPC – to remove political bias.

M&E and Statistics Challenges 1.Weak demand for, and utilisation of, statistics and M&E results including budget performance 2.Weak institutional capacity at NDPC, GSS, MMDAs, MDAs 3.Existing M&E plan failed to fully deliver on the development and institutionalisation of M&E and statistics functions 4.Non compliance with planning and M&E guidelines 5.Limited incentives for M&E 6.Limited resources and budgetary allocations for statistics and M&E 7.Poor data quality, data gaps, inconsistencies and limited disaggregation 8.Inadequate MIS and ICT connectivity

M&E and statistics Key priorities 1.Reinforce the institutional arrangements to support and sustain effective M&E 2.Strengthen, coordinate and harmonise existing M&E mechanisms for effective service delivery 3.Develop a national M&E Plan containing a results matrix based on sector and district M&E plans. 4.Strengthen technical capacity at all levels in M&E and statistics 5.Roll out Ghana Statistics Development Plan including 2010 PHC, reform of GSS, long term census and survey programme 6.Strengthen administrative statistics and sector/district level M&E 7.Improve reporting on equity issues e.g., sex disaggregation and gender analysis 8.Strengthen MIS systems and ICT connectivity
