Outline Status of the NSS Uganda Bureau of Statistics (UBOS) Plan for National Statistical Development (PNSD) ADP Support Planned Activities

Status of the NSS Limited coordination - within - across No statistical units - existing ones (very) weak Professional staff (esp. in Ministries) - lack skills - not motivated

Status of the NSS Poor linkages to policy process Little use of data for decision making There is need for - data analysis - data integration - proper reporting - efficient dissemination - archiving

Status of the NSS Weak and Underdeveloped NSS Fragmented statistical production Most datasets of very poor quality Inconsistent or conflicting results or reports Datasets with minimal or no documentation No standards (definitions, formats, etc.) Badly structured or unstructured datasets Datasets not properly archived/backed-up

Uganda Bureau of Statistics Established in 1998 as Central statistics agency in Uganda - manages, monitors and co-ordinates the NSS - semi-autonomous - conducts national surveys and censuses - disseminates results/reports - provides data to public, researchers, institutions, etc.

Plan for National Statistical Development (PNSD) Comprehensive 5-Year Plan for National Statistical Development (PNSD) adopted in October Phased development of the NSS - critical in affirming UBOS as the driving force - collaborative effort with priority specific sectors (9 within government for a start) - one of the strategic goals is to improve data management and dissemination - develop a National Statistical Databank (NSD)

ADP Assistance Focused on PNSD objective 6 The identified weakness provided the framework and motive for the proposed support to fill some of the gaps and weakness build capacity at UBOS and sectors provide guidance in best practices encourage data sharing and gathering help put in place proper policies provide technical assistance

ADP Assistance Three major tasks agreed upon: I.Documentation, dissemination and preservation of microdata II.Analysis and quality assessment of existing microdata III.Support to data collection activities

ADP Assistance Task 1: Progress so far…….. Conducted a national training workshop 9 sectors participated Data Documentation Initiative (DDI) adopted Documenting of datasets within the UBOS Metadata uploaded to website –Data awaiting finalisation of the Access Policy Inventory of Datasets in partner institutions –IHSN standard form used with modifications

ADP Assistance Task 1: Progress so far…….. Improvement on the UBOS website Trained three persons in advanced web development Procured web design software New website under internal testing –Website has specific page linking to NADA

ADP Assistance Task 1: Progress so far…….. Established a microdata lab at UBOS accessible by sector partners Configuration of the web server almost complete –Web server to host Website, NADA, & National Databank Developing a microdata access policy Draft policy in place Pending issues on data anonymisation Developing a National Data Archive (NADA) Awaiting finalisation of Access policy & web server configuration

ADP Assistance Other Activities…….: Participated in the International Scientific Conference - June 2007 Theme: Monitoring & Measuring Development –A paper on National Strategies for Development of Statistics – Essentials, Coverage & Making the case for Documentation based on the ADP presented Professionalism & Networking Participated in the 2007 IASSIST - Canada Building a community of practice in Africa –Preliminary activities (meeting & Concept development) Inter-country support, Rwanda, Kenya, Nigeria
