KARWAR ULTRA MEGA THERMAL POWER PROJECT EVACUATION CHALLENGES

FOREST MAP OF KARNATAKA

ENVIRONMENTAL ISSUES KARWAR IS IN COASTAL SURROUNDED BY DENSE FORESTS KARWAR IS IN COASTAL SURROUNDED BY DENSE FORESTS –FOREST CLEARANCE APPROVALS – LONGER LEAD TIMES –NECESSITATES QUICK FINANCIAL TIE-UPS AND STATUTORY APPROVALS –MAY REQUIRE USE OF MULTI CIRCUIT TOWERS TO CONSERVE ROW

TECHNICAL ISSUES  LOAD-LOAD GROWTH IN NORTH COASTAL KARNATAKA NOT COMMENSURATE WITH THE GENERATION ADDITION.  LOAD CENTRES ARE TOWARDS SOUTH – BANGALORE-MYSORE-MANGALORE- HASSAN.  BANGALORE LOADS GROWING AT A PHENOMENAL RATE (15%).

EVACUATION STRATEGIES CORE ISSUES  EVACUATION FOR A 4000 MW STATION NEEDS TO BE ROBUST  LOAD CENTRES ARE FAR AWAY NECESSIATING A NEED FOR LONG LINES  HOLISTIC PLANNING:-SHOULD BLEND IN WITH THE EXISTING SCHEME FOR ECONOMY AND BETTER CORRIDOR UTILIZATION  VOLTAGE LEVELS:- –765 KV LINES –400 KV D/C QUAD MOOSE –400 KV D/C

Suggested Evacuation Plan for KARWAR ULTRA MPP (4000MW): OPTION 1 GOOTY SSLM NSR HYD KURNOOL HIRIYUR NARENDRA KAIGA NAGARJUNA 1000 MW TALAGUPPA KARWAR ULTRA MPP (4000 MW) ANANTPUR (AP) MAPUSA (GOA) HVDC MAPUSA TO PARLI (WR) DODBALLAPUR TO KOLAR MUNIRABAD TORANGALLU RAICHUR TO KOHZIKODE (KERALA) GUTTUR AC Link or HVDC B2B at RAICHUR or PARLE HASSAN MYSORE HOODY NELAMANGALA SMNHL Lines considered in CEA NEP 2012 Lines in service by end Dec 06 Suggested KARWAR Evacuation and NAGARJUNA Mangalore Project Evaluation Fixed Series Compensation BIDADI D/C QUAD LINES 100 Kms 175 Kms

Suggested Evacuation Lines OPTION 1 KARWAR-MAPUSA ( HVDC B2B LINK) KARWAR-TALAGUPPA (400 KV DOUBLE CKT.) KARWAR-HIRIYUR (400 KV DOUBLE CKT.) HIRIYUR-HASSAN (400 KV DOUBLE CKT.) NELAMANGA-TALAGUPPA BOTH 400 KV CKTS. LILO AT HASSAN HIRIYUR-DODDABALLAPUR 400 KV S/C HIRIYUR-ANATHPUR-DODDABALLAPUR 400 KV S/C NAGARJUNA – HASSAN (400 KV DOUBLE CKT.) HASSAN-MYSORE (400 KV DOUBLE CKT.) MYSORE-NELAMANGALA ONE CKT. LILO AT BIDADI.

OPTION 1: HIGHLIGHTS  THE EXISTING CORRIDOR OF TALAGUPPA NELAMANGALA LINE IS USED FOR ENHANCING EVACUATION.  BY PROVIDING HVDC BACK-TO-BACK CONNECTION WITH GOA, FLEXIBLE AND GUARANTEED EXPORT TO GOA (WR) CAN BE ACHIEVED.  CREATION OF A NEW STATION (DODDABALLAPUR) NEAR BANGALORE HAS BEEN ENVISAGED FOR ADDED SECURITY AND RELIABILITY OF SUPPLY TO AND AROUND BANGALORE.  TOUCH POINT HAS BEEN PROVIDED AT ANANTHPUR IN AP – GROWING LOAD CENTRE.  MAY REQUIRE COMPENSATION OR STRENGTHENING OF TALGUPPA-HASSAN SECTIONS.  N-1 CRITERIA IS BARELY MET.

Suggested Evacuation Plan for KARWAR ULTRA MPP (4000MW): OPTION 2 GOOTY SSLM NSR HYD KURNOOL HIRIYUR NARENDRA KAIGA NAGARJUNA 1000 MW TALAGUPPA KARWAR ULTRA MPP (4000 MW) ANANTPUR (AP) KOLHAPUR (WR) HVDC NARENDRA TO PARLI (WR) DODBALLAPUR TO KOLAR MUNIRABAD TORANGALLU RAICHUR TO KOHZIKODE (KERALA) GUTTUR AC Link or HVDC B2B at RAICHUR or PARLE HASSAN MYSORE HOODY NELAMANGALA SMNHL Lines considered in CEA NEP 2012 Lines in service by end Dec 06 Suggested KARWAR Evacuation and NAGARJUNA Mangalore Project Evaluation Fixed Series Compensation BIDADI D/C QUAD LINES BB WADI 100 Kms 175 Kms 280 Kms

OPTION -2 HIGHLIGHTS  NARENDRA-KOLHAPUR BACK-TO-BACK LINK INSTEAD OF KARWAR-MAPUSA.  ADDITIONAL D/C LINE TO BASAVANA BAGEWADI TO SERVE N.KARNATAKA AND ALSO CONNECTS TO TWO HVDC B2B EXPORT PATHS –NARENDRA- KOLHAPUR –RAICHUR-PARLE  ADEQUATE EVACUATION CAPACITY.

Suggested Evacuation Plan for KARWAR ULTRA MPP (4000MW): OPTION 3 GOOTY SSLM NSR HYD KURNOOL HIRIYUR NARENDRA KAIGA NAGARJUNA 1000 MW TALAGUPPA KARWAR ULTRA MPP (4000 MW) ANANTPUR (AP) KOLHAPUR (WR) HVDC NARENDRA TO PARLI (WR) DODBALLAPUR TO KOLAR MUNIRABAD TORANGALLU RAICHUR TO KOHZIKODE (KERALA) GUTTUR AC Link or HVDC B2B at RAICHUR or PARLE HASSAN MYSORE HOODY NELAMANGALA SMNHL Lines considered in CEA NEP 2012 Lines in service by end Dec 06 Suggested KARWAR Evacuation and NAGARJUNA Mangalore Project Evaluation Fixed Series Compensation BIDADI D/C QUAD LINES SERIES CAPACITOR MANGALORE POOLING POINT Lines considered in CEA NEP 2012 Lines in service by end Dec 06 Suggested KARWAR Evacuation and NAGARJUNA Mangalore Project Evaluation Fixed Series Compensation BB WADI 260 Kms 175 Kms 360 Kms 256 Kms 160 Kms 100 Kms 175 Kms 280 Kms

OPTION -3 HIGHLIGHTS  ADDITIONAL LINE ALONG THE COAST TOWARDS MANGALORE POOLING POINT FOR NAGARJUNA AND KARWAR POWER –SERIES CAPACITOR ON THIS LINE MAY BE REQUIRED DUE TO ITS LARGER IMPEDANCE –TALGUPPA LINE CAN BE AVOIDED IF NEED BE  ADDITIONAL D/C LINE TO BASAVANA BAGEWADI TO SERVE N.KARNATAKA AND ALSO CONNECTS TO TWO HVDC B2B EXPORT PATHS –NARENDRA- KOLHAPUR –RAICHUR-PARLE  MANGALORE-POOLING POINT TO MYSORE ALSO CAN BE CONSIDERED –EVACUATION IS SAME AS THE COGENTRIX PROJECT WHICH WAS SHELVED  MAXIMUM RELIABILITY WITH MINIMUM FOREST CLEARANCE REQUIREMENT  ANOTHER STATION AT HAVERI CAN BE CONSIDERED FOR EVACUATION INSTEAD OF HIRIYUR –LILO OF NARENDRA GUTTUR AT HAVERI –KARWAR - HAVERI – HIRIYUR D/C QUAD –THIS WOULD REDUCE THE LINE LENGTHS –THIS WOULD FURTHER REDUCE FOREST CLEARANCE
