Serbian Government recognized the importance of good communication with citizens Communication strategy was developed in 2003 and adopted in 2004 Objective and timely information Messaging structure – core message + additional explanation Methodology - direct communication / through media / through disseminators Regular public opinion research

Principle of Partnership and joint Ownership:  media/local media  NGO’s  Universities  Trade Unions

Problems that we are facing: 1. Financial aspect of communication campaigns 2. Political aspect:  internal political issues  external political issues (debate on future enlargement, Treaty on EU constitution, budget debate, IPA, EU visa policy)

Suggestions Present all the WBC as willing and capable to accept and implement all EU membership obligations Present the quality of the changes achieved within the process of transformation and Europeanization Present the necessity to “complete” Europe (completion vs enlargement) CONDITIONS ARE FULLY MET!!!
