2 The Food Stamp Employment & Training Entered Employment Rate Where did it come from? Who requires it? What is the standard? How is it measured? Where is data published?

3 Where did it come from? Effective July 2004, the Entered Employment Rate measure replaced the State Fiscal Year (SFY) 2003/2004 FSET Percent Employed measure. Outcome data was reported and monitored by the Agency for Workforce Innovation (AWI) and Workforce Florida, Inc. (WFI) during SFY 2004/2005. Data continues to be reported and monitored for SFY 2005/2006.

4 Who requires it? WFI and the AWI require the tracking of outcomes for this measure. It is also required by the Legislature as part of AWI’s Long Range Program Plan.

5 What is the standard? During SFY 2005/2006, Regional Workforce Boards (RWBs) operating FSET programs will not be held to individual or statewide standards for this measure.

6 How is it measured? The following descriptions of the measure and methodology are for SFY 2005/2006. Of those who are active participants during the report period, the number who gain unsubsidized employment. The methodology allows for individuals who are employed in more than one job to be counted twice in the numerator and denominator.

7 How is it measured? Numerator: A count of individuals * with 1 or 2 unsubsidized jobs that began during the report period. Denominator: A count of individuals * with any job, activity, service or training open during the report period. * Individuals may be duplicated (up to twice) if they obtain more than one job.

8 How is it measured? The numerator includes: FSET participants with an unsubsidized job that began or was created (in the One-Stop Service Tracking (OSST) system) during the State Fiscal Year. “Created” means: If the unsubsidized job started prior to the report period, but was entered in the system by the 10 th of the month in which the data is extracted, it is counted in the outcomes. This is considered a late data entry clause and allows the RWB to receive credit for employment that was not included in outcomes for a previous report period.

9 How is it measured? For example A participant who began a job on November 3 rd will be included in the November report’s numerator and denominator as long as the job is recorded in the OSST system by the 10th of December. A participant will also be included in the numerator and denominator (for November) if his/her job began on October 31, but the career manager did not record it in the system until December 2 nd. This participant would not have been included in the October numerator (for this job) because it was not recorded timely. However, the late data entry clause allows the RWB to receive credit in a future report period.

10 How is it measured? NOTE: FSET case managers should attempt to have all data entry completed (jobs, activities, etc.) in the OSST system by the 10 th of each month for the previous month.

11 How is it measured? A participant will be counted up to twice on the monthly and quarterly reports if the participant has more than one job that began during that time. If two unsubsidized jobs start during the report period, the participant will be counted twice in the numerator and denominator.

12 How is it measured? A participant must be in the FSET program at the time the job starts. Optional Workfare Program participants served in Escambia, Holmes, Okaloosa, Walton and Washington Counties are not included in this FSET measure.

13 How is it measured? The denominator includes: FSET individuals with any job, activity, service or training that was open during the SFY PLUS individuals who had up to two jobs open. The denominator excludes cases where a sanction was open at least one day in the report period except: If the sanction was ended during the report period and the outcome is good cause, the participant is included in the denominator. If the participant meets the criteria to be excluded from the measure due to a sanction, but meets the criteria for the numerator, the participant will be included in both the numerator and denominator to maximize the RWB's outcome. This allows RWBs to receive credit for employed participants who may also be sanctioned.

14 How is it measured? If a participant has an FSET job, activity, service, or training that started prior to the current SFY, but was open at least one day during the current SFY, OR started during the SFY, (s)he is counted in the denominator for the current SFY. All services, activities, trainings * and jobs (unsubsidized & subsidized) are considered for the denominator. * Benchmarks (services/activities/trainings) are not considered. Good cause codes are not considered. If the activity, service, job, etc. was closed with an outcome of “entered in error”, it is not considered in this measure.

15 How is it measured? NOTE: If a career manager enters a begin date on a service, activity, etc. for which an anticipated begin date was previously entered by a career manager in another RWB and the participant meets the criteria to be included in the measure, the participant will appear in the outcomes for the RWB that initially entered the anticipated start date. Therefore, it is very important that career managers DO NOT use activities, etc. that were created by another RWB or OSST system user when assigning activities to a participant.

16 Where is data published? Outcome data for the measure is published on the Quarterly Key Measures Report.Quarterly Key Measures Report Data for the Quarterly Key Measures Report is compiled on a quarterly basis. Data is extracted from the OSST system data warehouse approximately 20 days after the end of the quarter.

17 Where is data published? Data displayed on the Quarterly Key Measures Report displays totals for each RWB beginning on July 01 for the SFY. Data is compiled for this report by RWB. Therefore, if a participant meets the criteria to be included in the numerator/denominator for RWB 5 in July, and moves and meets the criteria again in RWB 8 in August, (s)he will be included in the outcomes for both RWBs. However, the Statewide total does not reflect the sum of the RWB totals. The statewide total reflects an unduplicated * count of participants in the state. * Participants may be duplicated if they obtain more than one job.

18 Where is data published? Data is also displayed on the Monthly FSET Entered Employment Rate Report.Monthly FSET Entered Employment Rate Report Data for this report is extracted from the OSST system data warehouse after the 10 th of each month for the previous month. AWI is also preparing to publish an External Report in the OSST system that will contain the participant information for individuals included in the measure.

19 Example #1 On July 5, 2005, Joe starts/completes FSET Orientation. Joe continues participating in various activities in August. Joe does not gain employment in August. Joe will be included in the denominator for the monthly reports for July and August, but not the numerator.

20 Example #2 Sarah has been participating in Work Experience since May 06, On August 09, 2005, she begins an unsubsidized job. Sarah will be included in the denominator for the monthly reports for July and August of SFY 2005/2006. She will also appear in the numerator for August (as long as the job is documented in the OSST system by September 10, 2005).

21 Example #3 Pam attends Orientation on August 11, Pam fails to attend a follow-up appointment on August 16 th. A sanction is requested on August 27 th. Pam will not appear in the measure for August because a sanction was open at least one day during the report period (and it was not ended with good cause).
