In 1731, the governor appointed by the Proprietors stepped down and the first royal governor, Burrington, took power. Like other royal governors he was under the control of the English Board of Trade which tried to control the colonial government. Burrinton had the power to decide how representative had to be present, he could veto colonial laws, and the ability to dismiss colonial meetings whenever he wanted.

The people saw the colonial meetings or assemblies as opportunities fro the elected representatives to come together and make laws and carry out the wishes of the colonist. The English believed that the colonies and their representatives exist to carry out British orders.

Because the colonies and the British government were seperated by a great distance, communication and transportation between the two was very difficult. This often led to miscommunication of facts and caused delays in solving problems. Due to the long gap of time between the two, the colonies were left to govern themselves which began to make them more independent and less willing to accept British rule.
