§309 TSD“Table of Contents”  Presentation Objectives Review how the TSD will provide information for the preparation of §309 SIPs/TIPs TSD needs to address §309 requirements for: Control strategy evaluations Administrative reviews

§309 TSD“Table of Contents” TSD to be composed of chapters Technical analysis approach Address each control strategy and administrative review requirement Appendices  Master list of federal/tribal/state/local control programs included in emissions inventories  Others? Web-based TSD, with CDs available to states and tribes as needed

§309 TSD“Table of Contents”  Chapter 4 – Stationary Sources Monitor/report stationary source emissions through WRAP emissions data system NO x and PM sensitivity modeling (part of larger technical report – in TSD?)

§309 TSD“Table of Contents”  Chapter 5 – Mobile Sources Mobile source inventories Final technical analysis of “significance” at the GCVTC 16 If significant, track list of emissions in WRAP emissions data system (VOC, NO x, SO 2, EC, OC, and PM 2.5 ) Periodic reports from WRAP on implementation of GCVTC local and regional strategies (2003, 08, 13, 18)

§309 TSD“Table of Contents”  Chapter 6 - Fire Programs 1996 and 2018 Fire EIs Specifications for tracking of fire emissions and applications of fire emissions reduction techniques (ERTs) in WRAP emissions data system for 2 purposes:  States/tribes need to report these data  Calculation of a periodic regional fire EI for emissions and air quality/visibility modeling

§309 TSD“Table of Contents”  Chapter 7 – Road Dust Road dust inventory Final technical analysis of “significance” at the GCVTC 16 If significant, contributing state(s) or tribe(s) commit to study and adopt control measures

§309 TSD“Table of Contents”  Chapter 8 – Pollution Prevention Regional P2 emission inventory Technical assessment of EEREs Checklist of P2 programs for states to use in “opting in” to §309

§309 TSD“Table of Contents”  Chapter 9 – Additional Recommendations Treatment of GCVTC recommendations by WRAP (update on followup and modeled/not modeled) Periodic reports of implementation of additional recommendations (2003, 08, 13, 18)
