The American Recovery and Reinvestment Act Department of Energy Funding May 2009

Department of Energy  Received funding to support a number of opportunities. Highlights include: –Office of Energy Efficiency and Renewable Energy –Energy Efficiency and Conservation Block Grants –Advanced Research Projects Agency – Energy (ARPA-E) –Innovative Technology Loan Guarantee Program –Advanced Battery Manufacturing Grants –Office of Fossil Energy

Office of Energy Efficiency and Renewable Energy  $2.5 billion appropriated for applied research, development, demonstration and deployment, including: –$800 million for Biomass Program –$93 million to support wind energy projects –$400 million for Geothermal Technologies Program  $400 million for Transportation Electrification projects  $300 million for Energy Efficient Appliance Rebate Program and ENERGY STAR®  $300 million for an Alternative Fueled Vehicles Pilot Grant Program

Energy Efficiency and Conservation Block Grants  $3.2 billion in total funding authorized, $2.8 billion in direct formula grants now available to eligible entities - which includes states, territories and local governments  Funding to support activities that reduce fossil fuel emissions, reduce energy consumption and improve energy efficiency  Funding may support a wide range of activities provided they accomplish the above goals  June 25 th Deadline for Applications for all Entities

Advanced Research Projects Agency - Energy  $400 million authorized to support high-risk, high-payoff research to accelerate the innovation cycle for both traditional and alternative energy sources and efficiency  Eligible recipients include for-profit and non-profit entities, academic institutions, research foundations and collaborations  Funding is to support “transformational energy-related technologies”  Potential applicants are to submit a concept paper no later than June 2 nd

Innovative Technology Loan Guarantee Program  $6 billion appropriated to cover the costs of guarantees made under this section for renewable technologies and transmission technologies  Includes renewable energy systems such as: –incremental hydropower –electric power transmission systems –leading-edge biofuels projects at the pilot demonstration scale  Supports $60 billion of loans

Advanced Battery Manufacturing Grants  $2.4 billion in funds to support next-generation plug-in hybrid electric vehicles (PHEV) and their advanced battery components, including: –$1.5 billion in grants to U.S. manufacturers producing high-efficiency batteries and their components; –$500 million in grants to U.S. manufacturers producing other components needed for electric vehicles, such as electric motors; and –$400 million for projects that demonstrate and evaluate plug-in hybrids and other electric infrastructure concepts

Office of Fossil Energy  $3.4 billion for research, development and deployment of technologies to use coal cleanly and efficiently including: –$1.0 billion for fossil energy research and development programs –$800 million for the Clean Coal Power Initiative Round III FOA –$1.52 billion for a range of industrial carbon capture and energy efficiency improvement projects, including a small allocation for innovative concepts for beneficial reuse of carbon dioxide (CO2) –$50 million for site characterization activities in geologic formations (in the context of CO2 sequestration in geologic formations) –$20 million for geologic CO2 sequestration training and research grants
