What’s Unchanged in the Act? Enacted only when there is funding (note: no qualifying adjective, i.e. sufficient) Still requires orientation, assessment, counseling, “matriculation” plan Still requires colleges to measure effectiveness of “matriculation”

What’s New in the Act? Reduced use of the word “matriculation” Links funding to number of students getting matriculation services (page 12, line19) use of the scorecard and common assessment (page 12, lines 29-30) Adds “Program of Study” (page 8, line 12) Insistence on college use of technology to deliver some services (page 9, line 8)
