Special efforts are needed to assess people in hard- to-reach locations… Core Standard 4: Design and response Access: Assistance is provided to those in need without discrimination (see Protection Principle 2) Protection Principle 2: Ensure people’s access to impartial assistance – in proportion to need and without discrimination Special measures should be taken to ensure equality of access for affected people in remote or inaccessible regions.
