2 Course of Action Development The COA is a broad statement of possible ways the CTF can accomplish its mission – WHO will accomplish essential tasks – WHAT is the type of mission to be conducted – WHEN the operation must begin or must be completed – WHERE the assigned areas of operation (AOs) within the JOA are – WHY or the purpose of the operations – HOW or the method of conducting the operation using major available resources

UNCLASSIFIED 5 HHQ MISSION & INTENT Singapore assumes lead nation responsibilities in establishing a Coalition Task Force no later than 30 April 2007 for the purpose of conducting peace operations in the designated area of operations, ensuring the withdrawal of Sonora forces from Kuhistan, preventing further missile attacks by Kuhistan on Sonora and supporting the United Nations mandate in accordance with UN Security Council Resolution 1569, in order to restore peace and security in the region. On order, transition to a follow-on peacekeeping force. ESTABLISH PEACE AND SECURITY IN AO TO ENSURE THE SOVEREIGNTY OF KUHISTAN AND SONORA, WITHDRAWAL OF SONORA AND KUHISTAN FORCES TO THE INTERNATIONALLY RECOGNIZED BORDERS, CESSATION OF ALL HOSTILE ACTION BY BOTH PARTIES, AND FACILITATE HUMANITARIAN ASSISTANCE EFFORTS IN KUHISTAN. METHOD. COMMANDER CTF PACIFIC CONDUCT PEACE OPERATIONS IN ORDER TO SET THE CONDITIONS THAT SUPPORT THE RESTORATION OF PEACE AND STABILITY IN KUHISTAN. ENFORCE WITHDRAWAL OF FORCES TO INTERNATIONAL BORDERS, MAINTAIN SEPARATION OF FORCES, ON LAND AS WELL IN THE TERRITORIAL WATERS AND AIRSPACE, CONDUCT ANTI-TERRORISM OPERATIONS AS REQUIRED. SUPPORT HUMANITARIAN ASSISTANCE OPERATIONS TO ASSIST IN THE RAPID RESTORATION OF LAW AND ORDER. BE PREPARED TO CONDUCT AND/OR SUPPORT DISASTER RELIEF AND CONSEQUENCE MANAGEMENT OPERATIONS, AND MARITIME SECURITY OPERATIONS. PLAN TRANSITION TO FOLLOW ON UNITED NATIONS PEACEKEEPING FORCE. YOU ARE AUTHORIZED TO USE ALL NECESSARY MEANS TO ACCOMPLISH YOUR MISSION.

CTF PACIFIC RESTORES SECURE AND STABLE ENVIRONMENT, ALLEVIATES IMMEDIATE DISASTER RELATED HEALTH ISSUES, SUBSTANTIALLY RESTORES INFRASTRUCTURE CRITICAL TO HUMANITARIAN ASSISTANCE EFFORTS, KUHISTAN AND SONORA FORCES REDEPLOYED TO THEIR RESPECTIVE NATIONAL TERRITORIES, CTF TASKS EFFECTIVELY TRANSITIONED TO KUHISTAN AUTHORITIES AND FOLLOW-ON UN PKF. CTF REDEPLOYED.

UNCLASSIFIED 8 Restated Mission Statement On order, CTF PACIFIC is to conduct Peace Operations in PACIFICA for a period of 6 months, in order to enforce the peace agreement between KUHISTAN and SONORA, establish a stable and secure environment in KUHISTAN for rebuilding, and set the conditions for the transition to KUHISTAN authorities and UN PKF, in accordance with UN SCR 1569 (2006).

UNCLASSIFIED 9 CCTF’s intent is to speedily establish the CTF PACIFIC in the AO to expedite and enforce the forces separation to respective internationally recognised borders and to exhibit the will of CTF to enforce the peace agreement. Concurrently, security measures are carried out in KUHISTAN to establish a stable and secure environment to facilitate restoration of law and order. Thereafter, within CTF’s capability, to support/conduct humanitarian efforts to alleviate any immediate disaster-related issues and restore critical infrastructure. CCTF’s intent is to speedily establish the CTF PACIFIC in the AO to expedite and enforce the forces separation to respective internationally recognised borders and to exhibit the will of CTF to enforce the peace agreement. DIPLOMATIC FOCUS 1.Support for UN mandate and contribution of troops. 2.Put pressure on KUH and SON to comply with peace agreement, 3.Understand the concerns of KUH and SON governments. 4.Put pressure on external parties which are supporting the conflict. 5.Engagement with UN agencies for the peace and rebuilding process. 6.Engage Free Mojave and MPAK.

UNCLASSIFIED 12 CTF Commander’s Guidance INFORMATION FOCUS 1.Info Ops framework and broad themes for the entire CTF campaign, providing the direction for IO solutioning. 2.CTF tactical actions must complement and reinforce IO efforts, demonstrate the will of the CTF to the peace process, and shape the right perception by the targeted stakeholders. 3.Key target stakeholders for IO – KUH and SON governments, Troop Contributing Countries (TCC) governments, local populace, TCC populace, UN and IO/NGO/HA agencies. ECONOMIC & SOCIAL FOCUS 1.All efforts to support return to normalcy. 2.Better understanding of local populace – demonstrate cultural sensitivities, and understand their priority of needs.
